let's ask stuart varney. good to see you.o that snippet from the president and that was a different message from four years ago when he was talking about the surplus plan and 800-some billion dollars of taxpayer money. >> the stimulus plan was $860 billion passed three and a half years ago, widely judged to be a failure. the president's infrastructure plan this time around is $21 billion. that's a vastly scaled-down plan. $21 billion, that is really small. it suggests to me the president is losing the argument. his argument is that you create prosperity, you get the economy going by government spending on infrastructure projects, for example. the failure of the original stimulus plan was such that there's no heart anymore, certainly not in congress, to spend more government money, which we don't have, on infrastructure projects. so he's come up with essentially a very small plan, $21 billion, and he's casting around for other money to come in, private-sector money. it's really an infrastructure program that's very small and h

gregg: stuart varney, thanks very much. martha: this new warning this morning that time may be running out before a major cyberattack. top u.s. lawmakers now say that the russians, iranians and others may actually already be on your computer so to speak. elizabeth prann joins me live from washington. we heard a lot from the top levels of the military about this concern, elizabeth. what are we hearing today? >> reporter: that's right. lawmakers today taking another shot at the cyber intelligence sharing protection act. it was introduced last year. it passed in the house but didn't go much further when it died in the senate. the original language of the bill worked to improve communications between cyberthreats between the public and cyber sector aiming to protect americans from hackers stealing personal records, whether credit card information, social security numbers or even medical records. today one of the amendments introduced will insure shared information is only used to fight cyberthreats and not for marketing purpose

gregg: stuart varney, as always good to see you. >> gregg. martha: well the real worry here is skyrocketing percentages of u.s. debt heaped on the shoulders of taxpayers. today nearly $12 trillion of our debt is held by the public that is about 71% of all-out standing debt. the remainder is from borrowing between government agencies but that public share of the debt, which is something that economists watch really closely has grown more than $8.2 trillion over the past decade and nearly 6 trillion of it has come under president obama. compare that to 2008 when debt held by the public as a share of the gdp was about 41%. so 41 to the 70s during the course of this administration. gregg: well, there is a positive sign in cyprus after that country was on the brink of collapse. reports it could losen restrictions on the banking system in the next few days. last month you may recall the country was saying it was going to dip into personal bank accounts to fund the government. then there was a run on atm and rules on how much money you could take ou

stuart varney. check him out on fbn martha has more on this. martha: if there is a sequester impact it might not be felt until next month. let's give you more context on this number we got this morning. march 2013 we're in and marks the second time in 20 months that the united states did not exceed 100,000 in job growth. that's what you need to have sort of a sustainable economy. overall, you've got 11.7 million americans who are unemployed right now but when you look at the number of people who are unemployed, who are what we call underemployed, who are in a job below their skill set, you have got 21.6 million americans in that boat. bill: on top of all this and the jobs crisis, 47 million collecting food stamps in america today and the number of americans collecting disability payments has just hit yet another record. all right? more than 8.8 million in march according to the social security administration. this is the nation's debt continues to soar. we are closer now to $16.8 trillion with every minute that goes by. stuart mentioned the sto

stuart varney, anchor of "varney & company" on fox business network joins me now. stuart, good morning to you. what do you think of this morning? >> sounds good. that's the headline. sounds good but it's not. late last year the economy was growing barely. now we've got a 2 1/2% annualized growth. it sounds good but it really is not. in fact, this may be the high point for the entire year. this may be as good as it gets because all kinds of tax increases are beginning to bite. we have the social security tax increase january the 1st. tax the rich, january the 1st. state taxes went up notably in california. then we've got the sequester cuts. all of this is taking money out of the economy and it will reduce the growth rate for the rest of the year. economists are basically saying our spring hopes have been dashed yet again. third year in a row. not good numbers today. martha: what's the market reaction likely to be to this? and you know, is it a sign because no doubt the administration will feel pretty good about this number and they will have an argument that it is a
