joining us right now, stuart varney.nt out when he was saying detroit, he meant the car industry. and now the city has gone bankrupt. they've accepted their fate. what does that mean for the pensions? >> if you work for a city, you're retired, a retired city worker and it's a troubled, financially troubled city, you should be worried because detroit's bankruptcy sets a new pattern. it sets a new model because the detroit bankruptcy judge has said, yes, you can cut pensions. it doesn't matter what it says in the michigan state constitution. it doesn't matter what the unionize say. yes, says the judge, you can cut pensions. pensions for retired workers are the key problem for troubled cities across the country. now they have this new model. detroit says you can cut those pensions, so you better get pretty worried if you're in these troubled cities across the country. >> detroit is in troubled times. a third of the city is unoccupied but they are going to bounce back. total debt is between $8 billion and $10 billion. unfund

stuart varney is here to break it down. good morning to you. >> the first question, the answer is yes. a bailout -- they're not going to call it that. they're going to say they're topping off insurance company funds. it is a bailout under section 1342 of the obama care act. insurance companies, if they fall short of money, money flowing into them, if they fall short, the taxpayer tops them off with additional subsidies. remember please, steve, that the insurance companies are getting $1 trillion and $75 billion from the taxpayer in the form of subsidies. if they don't bring in enough money from that failing website and they won't, we give them some more. that is a bailout. >> it absolutely is. but this is no surprise because to get the insurance companies to agree to be part of the exchanges, they had to say, you know, not in public view. >> look, if this thing tanks and costs you a lot more, we'll make it up. >> that's right. the insurance companies were in favor of this act because they thought they would pull in a whole

stuart varney on why this is so important and there is a political division among these states. >> this is very important for the insurers and the money flowing to them which is what you and bill have been talking about. point number one. in 30 states the commissioner say yes, you can go back to your old plan. what does that mean? that means a lot of people are taken out of obamacare. that means less money flowing to the insurers on those exchanges. that's very important. less money going to the understand. in 10 largely run democrat states they say no puck not foe back to your own plan, you must go forward into obamacare. that is likely to push a lot of older, sicker people on to these exchanges which is not what the insurers want. the presidential fix creates financial problems for the insurers and as we all know very deep in the palm care legislation there is a provision that money goes directly from the government the taxpayer to the insurers if they are not making enough profit. martha: that's always been in there and is getting a lot more attention. you look at that and say the re

stuart varney joins us here. what's your reaction to these? >> reporter: it's a low number. 364,000 people have quote selected a marketplace plan. 364,000 in october and november. that's a very low number bearing in find millions have to sign up about it early part of next year to make this thing work. kathleen sebelius is about to testify on capitol hill. i'm sure she'll put the numbers as heading in the right direction. but that's putting a spin on what looks to me to be a low number. martha: no doubt she'll try to make it look as positive as possible. we don't know how many of these are medicaid enrollees. >> reporter: 803,000 qualified for medicaid. that's free medical care. taxpayer subsidized. 100%. if that's a good number, that's a judgment call. is it good that 800,000 signed up for free medical care and only 350,000 signed up to pay for it themselves. 800,000 seems like a big number when you consider they are signing up for free medical treatment and insurance. martha: we don't note ages of those who signed up. we know it's important

stuart varney, host of "varney & company", fox business network, happy new year to you. >> hello, bill. bill: good morning to you. sign-ups, take it a step at a time. do we know who is actually signed up at this point? who is big money and enrolled? >> good questions, bill, all of them. there is a lack of sent about who is actually paid up in full. there is a lack of certainty about exactly who is fully covered on january the 1st. secondly, not everybody who signed up has presumably read the very fine print. so not everybody knows if their old doctor is in their new network. you can imagine some chaos at the doctor's office and at the hospital when accident victims, for example, show up in the first week of january unclear whether they're in the right hospital or right doctor or whether they have got coverage or not. so that is a big area of uncertainty. who is fully paid up and whose doctor they go to. secondly, we don't know the demographics. big sign says we signed up over a million people but we don't know who they are. how many young people, versus how many old people? this uncert

fox business network stuart varney joins us to break it all down. stuart, good morning to you. what do you make of this number. >> for five years, we have new normal, low growth, high unemployment. this report suggest that is growth is picking up and new jobs coming on stream. dig below the surface and give you two very big numbers. number one, 218,000, that is how many people found work last month. that is the best performance in 30 years. next number, 63%. that is the participation rate. it's up from the month before. still fairly low. very low in fact but a tick upwards. so what you got here is a sign of some strength in the economy, some renewed hope that maybe we're breaking beyond the new normal. i can tell you now, martha. the reaction the stock market is exuberant. you will see the dow go up about 100 points plus minutes from now. martha: it's interesting, stuart. you know the next conversation will be, well, you know, are things heating up to the point where we need to kind of pull back the reins on the money we've been pushing into this market and that might send the
