we have known him as captain suhr. we have known him as commander suhr. and it is wonderful today, greg, to call you chief suhr. in the past couple of months as i have been talking to department heads as well as my colleagues at the board and other elected officials, we have all spoken about why chief suhr would be sufficient a great chief for our department. he is someone who knows our streets. he has walked the walk, walked the beats, who has helped the captain some of the most difficult police stations to manage public safety in the city. and he is someone who we you will feel confident will be able to bring the san francisco police department through the reforms that the previous chiefs, in whose shoes he is filling have had to bring forth. i know i look forward to working with him on the budget. we also know that the chief is someone who is going to ensure that the san francisco police department continues to be one of the very best police departments in the entire country. congratulations, we look forward to working with you. >> the police chief, as

thank you. >> next speaker. >> chief suhr, congratulations. i want to stress a point that hasn't been mentioned. you are a cop's cop i would hope you would be committed to the law above all else. even if it is a diverse cop from the gay community, whatever letter you want to put in front of it, the law is supreme in this country, city and state and i would hope you would take that into account above all else. that leads me to next point. commissioner chan you were not here last week but i was but i have gone over the videotape and there were things said about patrols. >> you can't address one particular person. >> i would like to go over some of my notes. president mazzucco pointed out that the compliance of the patrol specials has been quote shoddy at best. the report he referred to said they routinely violate the rules. vice president of the commission, dr. marshal, i don't want to address you directly, but i want to thank him for keeping on it and not like some of you others, looking for ways to let them off the hook yet again after years a

after chief suhr and i think it's important that it be public. we already talked about the -- getting the appropriate standards in there and the real problem here is that there is nothing specific in the bureau order that requires the 8.10 written authorizations. we have a fundamental problem here with all due respect, what the f.b.i. is telling us directly, we met with them nine days ago, they said very specifically that in fact that provision is long -- as long as operating under the m.o.u. could not be applied. i don't know if the department has had an opportunity to run this bureau order by the f.b.i., but quite frankly what will reassure the public is to put something in writen that the f.b.i. commits to and what -- writing that the f.b.i. commits to and they've said, as long as you're under the m.o.u. options, as long as you don't transit into the resolution approach, they're going to enforce the m.o.u. and block that very important decision or that access that is fundamental to the commission oversight and the o.c.c. reports and the public

[applause] just by way of background for those of you in the audience, there was a swearing in today, it was an honor to be part of that ceremony. the commissioners were president. we look at you, greg, as the reflection of the work we've put in for the past 100 days, a long, significant 100 days, and it was a very, very thorough process that led to your selection. we had 77 applicants. we interviewed an untold number of candidates. unlike last time, the commission not only interviewed the finalists once, but twice. commissioner chan and i had the pleasure. and it came down to three names presented to the mayor and this commission had some guidelines we were looking at, community policing, an inspirational leader, respect of the rank and file. as they said earlier today, as we moved through the process, one thing became very, very clear. you were the definition of community policing. every neighborhood we went into, there was people that had been in your district, bay view station, or

i want to tell you i met greg suhr, i knew of him in high school. i knew you couldn't trust him to hold the ball. he had to block. we shared that. but i was his fastball coach when i finished my college career as a football player and i was asked to coach the san francisco police football team and i had had defensive lineman and linebacker who would go straight through people and did all he can. i knew at that point this guy was something special. he was younger than him. i want to get that clear but i was his coach and the highlight of that time was we beat the lapd who was undefeated. it was a great victory. all kidding aside, what this police commission has brought to you today is not only a native son who i'm proud of, but we have brought to you a cop's cop. that is why we have such a large crowd today. you have a cop's cop, folks. you have somebody that dedicated to the community and to quote greg, who was educated at the university of san francisco by the jesuits and i don't hold that against him but greg suhr is a man for others and it is an

briefly ac knowledge -- acknowledge chief suhr. we really appreciate you trying to dive into this issue so quickly and also comblations -- congratulations to your new command staff. i'm particularly pleased to echo also the comments made by director sparks, by both the commissioners up here. good news again is that we're all on the same page. we share the same goal. no one wants sfpd officers to be under the complete control of the f.b.i. what we need to do is to collectively find a solution that will actually achieve that goal, we're not there yet, we really appreciate this opportunity and your time. i'll try to be quick. to outline for you the elements of the solution. but first i need to briefly update you on how we got here. i don't want to focus on the path, i want to focus on the future, about we need to briefly understand what your predecessors have done that got us higher. and build on their success. we gave you in your packet a couple of pages of abbreviated history on this issue. i won't go through all of that. the highli

being a whistle- blower, but encourage proper at 6, and i think -- proper ethics, and i think greg suhr stated very properly its starts in the police academy. u.s. no other position probably in the united states -- certainly not for some of our elected officials. yet no one who gets more scrutiny and more background checks and psychological checks and an 18-month probationary period. we as law-enforcement administrators hope that those kinds of people who do not meet on moral and ethical standard, we hope they do not pass or get through. sometimes they do. i find it interesting that this is the -- it has been 20 years, 15 months, and two days since the rodney king incident in los angeles. when i watch that incident. -- when i watched that incident, it gave me shivers. what bothered me -- it was not only the people hitting rodney king -- but it was the other 19, 20 officers who stood around and did nothing. and allowed it to go on. that bothered me as much. and i was a police chief at the time. one of the things a new chief and parents is the department culture -- inherits is the departm
