i want to begin by thanking chief suhr for being here. i know it has been a busy day for him. i appreciate him taking the time to be here to discuss a very important issue. i also want to take the opportunity to thank my staff, specifically hillary for all the work that has gone into this, but most importantly to thank so many members of the community who have really been the catalyst for this effort. let me provide some context of what we introduced this legislation. i serve on the san francisco police commission for a number of years. by the way, i see that the assistant deputy chief is also here. i served for the police commission for a number of years. and one of the things that became very clear in my service as a police commissioner is that we talk a lot about community policing, but that community policing and different things to different people. and while that is in many respects understandable, the idea that community policing by definition has to reflect the specific needs of a community, and therefore there would be some differences, what i found frustrating is the

i want to thank chief suhr. we said we would have to do more and do better with less. with those ideas in mind in knowing we have a dwindling force but increased amount of demand from our communities, we needed to do smarter things. it makes so much sense that this innovative idea of bringing the various investigative units together in the same space and under the same command can make the offer is even more resources put together. i want to thank the community- based advocates for their willingness to bring resources to work with our law enforcement. this effort is also a reflection of the commitment from our police commission. i want to thank each and every one of them and their leadership in working with the community and our police chief. it means so much to bring more and better resources and enforcement of our laws right to where the victims need it. this is a special time. we have the most vulnerable parts of our population, women, children, and elderly, who can get better service here in a culturally competent way. i am proud to be the mayor of the city who kno

do you have anything to add to what chief suhr has said about preventing misconduct in a police department? >> thank you for having me. i do have to point something out. i was not the president of the california police officers association. it was the california police chiefs association. i spent 21 years in the city of torrance in southern california before coming up here, a city of to under 50,000, about 350 personnel. -- 250,000, about 350 personnel. much smaller organization. completely different type of agency. but one of the things we found was to my career and particularly at the beginning, there was really no classis% -- classes pe se, and we started a course on how to be a successful chief. a very strong component of that was an ethics, and what is the chief's responsibility within their department relating to at the experience included in that, it had to do with the abuse of power and misconduct. i was -- i guess you could say "a whistle-blower." i put together a case in which three officers i have worked with had been nearly to deaf a game and what they were off duty. -- nearly
