. >> president, lofttus and supervise president turman and director hicks and chief suhr. >> sure. >> i am captain grace of the san francisco police department in charge of special victim's unit and i was requested to provide a brief update on the unit and the future plans. we have built the unit to 49 investigators and it was in addition of 16 investigators just in this last month. within an addition of one more lieutenant which makes it three lieutenants to over see the entire unit, our domestic side of the unit has 26 investigators and available to handle a rather large, work load which includes on call response after hours. our numbers from last year, at this time, are down, and in 2013, we have had we had 3114, called and verified and as of june, we are at 1510. and there have been a steady decrease in the domestic violence since 2013, of 33 percent, and we work collaborativively, with the numerous city organization and advocacy groups considering domestic violence and sexual assault and child abuse, our future at svu is the continued working relationships with these various grou

tang for pedestrian safety along sunset boulevard and director reiskin and director chang and chief suhr for helping to implement vision zero. walk san francisco is a pedestrian organization we work to advocate for safer better streets in san francisco we worked with the city and our community partners to announce the goal of vision zero earlier this year and since then it's been incredible to see the city agencies that have come together and that's really important and inspiring symbol that our city staff and agencies and elected officials are dedicated to what is best for the community in this case eliminating traffic facilities in 10 years. everyday there is about one million trips taken in san francisco whether you're driving, biking over and over transit all of our trips start and end with walking unfortunately 3 people are hit by cars a day while walking in san francisco. as director reiskin mentioned are profitableable we're at the corner where one appreciable accidents happened it's incredible to see the city put in a signal to help prevent collisions and lower the speedometer on

thank you, chief suhr and president and commissioners. and so i am, and cathy baxter is a tough act to follow, and i am really agree with so much of what she said, and i think that this is a relevant le important step that we take here and this has been on the table for a long time and there has been a lot of collaboration and could it be more perfect? probably, when we get on there and it is in use, will we maybe see the places that it could be tweaked a little bit, that is possible. i don't know, we will know when it goes through. and so i am very much in support, of the policy being accepted as updated. and i want to say, i also agree, that for me, this is really about providing first responders with protocols so that they know what to do when they get to a crime seen, especially with a lot of officers and our relationship with the police department and we have watched the senior officers go and i also see in my own office, a senior, inspector come with a junior, inspector, and it is really encouraging to see that kind of transfer of k

and it is basically a push that you can see that chief suhr has always, emphasized is dealing with our community, and so the new radio code that we now have is called radio code, 423 and i will just read the first paragraph of it and as part of the department's outgoing and ongoing commitment to community and policing and out reach, all members of the department are engaged to seek out and engage, and positive, interactions with the citizens in the community whenever possible and these interactions can take form of both, planned events and visits and spontaneous interactions. and this is what we are talking about in my out reach and anybody who has been to any of the community meetings it is all about the community and interacting with them and the elderly and the children. so you could ask me of my officers and the first order of business when i came to the station is that i want to see everybody have these and they are for the kids and the adults will have to hold off, but these are for the kids in the district and every officer that i requested have these in their pocket and they ar

madam president loftus and commission, chief suhr and director hicks, i just wanted to, and those who don't know me from the commission i want to introduce myself and the experience that i have in the area of domestic violence, and so over 25 year of police career. and about 15 of those were spent in investigations about ten plus years of those were spent at the domestic violence at the time in 1996 and after that, i went to the internal affairs division for four years where we did investigate the officer involved domestic violence also. and i have, and i do teach as an expert, and both at the academy of the police officers standards of training and i also instruct for the robert presley school of investigation and i currently still teach, and keep my certificates up. and i have testified in the expert witness in superior court and criminal and civil court and both for the city and county of san francisco and for the county of somona and i have also been a guest lecturer for the attorney general's office of california and oklahoma and i do have the experience in the area, and prior to

president of the police commission, loftus, and many others, help me welcome police chief greg suhr. >> thank you and on every marked police vehicle in the san francisco police department there is one bumper sticker and on the back of every single car as you see the police vehicles traveling around and it simply says that there is no excuse for domestic violence. and because, there is not. and much has been made in the national media about how come this happened and that happened and how about just no, there is no excuse, period, for the domestic violence. >> and the san francisco police department is a critical piece of that as we respond to any calls for domestic violence in san francisco and as the mayor pointed out, we did enjoy a period of some 40 plus months where there were no dow mist i can violence homicides in san francisco. and now, it is having suffered three, even though we are in a record low, homicide, here, almost ten percent and better than ten percent of the homicides that have occurred in san francisco, have been domestic violence related. and we continue to provid

and back in about, july of 2012, chief suhr asked me because of my experience, to help to develop the new domestic violence general order one because it was out dated by ten years, and it had not been looked at in ten years and with the changes in policies, and code sections and the awareness that happened from it and including with the community shareholders and chief suhr asked myself to get involved in the redo of the general order, and also to look at officer-involved domestic violence and at some point during our two years of numerous meetings and too many that i care to announce, and working with our community shareholders, from the family violence projects specifically and beverly up ton is here tonight and we spent the countless hours, and like i said it is two years in the making so far and i know there are several issues about it, and this is a culmination of these two years and i am going to present those today. sergeant killshaw and she has been more of a frontrunner in then than anybody here and i can't say enough about her. and anybody that has worked with her, knows tha

loftus, and commissioner and chief suhr and members of the audience, this evening i will briefly describe the naco conference that occ staff and i attended, and kansas city, missouri two weeks ago. and this is the annual training conference that naco has. and it is three and a half days of courses including investigation techniques, civilian oversight role in police training, mediation, and body cameras, and language access, and lgbtq persons and police interactions. and constitutional issues and recent development in the law. this conference is attended by civilian oversight staff, board and commission members, attorneys, community members and law enforcement. it is the only conference of its type, and this year, is conference was record breaking in attendance and they were over 300 at the conference and we had internationals, and we had them travel from mexico and jamaica the united kingdom and the past conferences and the attends from africa and from ireland and this year, two, two occ, staff members in that training sessions, including investigator jason who led a session on the inves
