seems to me that a big difference over ukraine is not going to sully the near term, because it appears to me that the russians at this point want to maintain that simmering conflict. they have passed up opportunities to try to resolve this. they see that as a mechanism for destabilization. it's hard to see how they come to terms on that. russian of nato is going to be a difficult one. perhaps they could engage in discussions to take an edge off the tensions, but in light of what the russians have done in the last several years, nato is taking certain steps to enhance its defense. actions and what they mean for the future of the arms-control regime, already tattered in europe, particularly the violation of the inf treaty, it's hard to see how we will get back to a more cooperative approach with the russians. i think that secretary tillerson's approach and mocks , that's probably the only weights going to work. but it is going to take a significant amount of time before we get to the point we can minimize those problems and get back to a normal relationship with russia. >> if i understoo
