susan ferrechio and bellini. it's humor, still, pinch the president?> i think it gets at the fact that obamacare is such a widespread issue and americans are so widely affected by it that it can be the subject of late night talk show jokes. so, and it also probably is the product of the fact that even obama's base, even those staunch democrats are frustrated with a lot of steps that he has taken recently. >> susan, it's like the ultimate collision, his two biggest problems. obamacare and enrollments and foreign policy and putin. i mean, it's amazing you could get two biggest problems in one skit. >> right. and think about who this show is aimed at, too. jimmy fallon show the audience mostly made up of young people and those are the ones rejecting the healthcare law and taking the healthcare law down but not enrolling in healthcare.gov. i think that was part of the stinging aspect of this whole skit. overshadowed by the foreign policy enat this tuesday where is he on the phone. the march 6th phone call with vladimir putin where he is talking about off r

joining us our political panel john mccormick, susan ferrechio and the -- they pass a statute so it'sot going to happen. then it happens again. >> it's pretty baffling. this is the kind of thing that good government groups and americans on both sides of the aisle would be really upset about. the inspector general looks at the e.p.a. credit card spending and it looks at $150,000 worth of spending and 80,000, $85,000 of that is inappropriate spending in the credit cards. >> that's more than half. >> almost all the spending. so, again, this is the kind of thing that everyone kind of has to scratch their heads and say how does this happen with the controls supposed to be in place. >> that's what they said with the credit card act. i don't buy that. suture, i mean, look, they said that happen once. congress says we are going to pass this law. the president signs it and happens right away. >> i'm not surprised. what was interesting about this report. look, this wasn't loot of money, but it was a small sample. they looked at 80 transactions. 75 of those 80 transactions were not in compliance

joining us our political panel abc news political director rick klein, "the washington examiner" susan ferrechioteve hayes. steve, jay carney today said we are confident. >> he said that they're confident every day since october, i think. look, they don't have a lot of reason to be confident. these are problematic numbers. they are not, i think it's important to say they are not enrollment numbers. they are sign up numbers. that's a very big difference. percentage, we tonight note exact percentage but somewhere probably in the neighborhood of 17 to 20% who have not actually paid premiums which means that they have signed up but they haven't technically enrolled. so you are going to see that 4.2 million number come down by a not inconsiderable margin. that's a huge problem for them much the other problem as you point out is the demographic spread. if it's 2 a% when their target was older sicker people if you don't have young and healthy people signing up. the rate of signups is slowing. this was supposed to be huge month, february came in below expectations and the rate is slowing, that's a probl
