susan haley / afghanistan war veteran: we've depleted our savings, we're having problems making our house payments. now, let's be clear, this issue may have just started sparking outrage, but it's been going on for years. it is not a new controversy, especially for all of the veterans who are already paying, or have fully paid back those bonuses, plus penalties. this all started because investigators discovered that more than ten years ago, some california guard officials committed fraud while trying to meet enlistment targets. now, only some soldiers with certain assignments were supposed to get these bonuses but, it appears they were given out freely and thousands of soldiers who weren't supposed to get the money, did. the california national guard gave out at least $22-million in unauthorized bonuses. the guard's incentive manager did plead guilty to filing false claims and the california national guard has said it can't just ignore the debts. the pentagon has said it does not have the power to unilaterally waive the debts. however, defense secretary ash carter says it can, and will, s
