cbs reporter susan mcginnis says the attacks are prompting questions about the safety of the upcoming winter olympics in sochi. >> reporter: a burned-out shell is all that's left after a suicide bomber struck this bus in the russian city of volgagrad. dozens have died in two separate attacks in the past two days. sunday another suicide bomber detonated a device at the entrance to the train station. this woman left the volgagrad station just before the blast. satisfy said i saw people running, human flesh all around, shattered glass and broken doors. as to the first bombing, russian president vladimir putin ordered tighter security at the country's airports and train stations. security in russian is a major concern as the country prepares to host the winter olympics in sochi in february. putin has promised this will be the safest olympics games ever. but they are already a target. in july a chechnya leader called for more terrorist attacks and use maximum force to stop the games. susan mcginnis, cbs news, washington. >> the two explosive devices were similar indicating that the attacks

cbs susan mcginnis has the latest on the snow, ice and bitter cold causing havoc back east. >> reporter: a winter storm is causing a mesa long the east coast. heavy snow piled up in pennsylvania slowing down drivers and sending cars off the road. more than eight inches fell in the philadelphia area causing headaches for motorists. >> the storm just came out of know where. it just hit us, honestly. >> all of a sudden it just hit us and then i'm slipping and sliding. >> the eagles and lions played sunday afternoon football in near white out conditions. crews worked through the game to clear the field. the storm charging up the east coast is dropping snow and freezing rain, firefighters say black ice caused two dozen cars to pile up just outside of new york city and at least 44 people were taken to the hospital. >> here in the washington d.c. metro area the storm turned mostly to rain but if it gets colder freezing rain could start falling making for more treacherous driving conditions. the storm is part of a system that's been hitting much of the nation. it cancelled more than 2500 flight

susan mcginnis has more from washington. susan, good morning. >> good morning, anne-marie. this is not the grand agreement that many here were hoping for, and it's already coming under file from both conservatives and top house democrats, but for the next two years it does break that cycle of jumping from one budget crisis to another. it was reached after two months of private talks between house chairman paul ryan and chairwoman patty murray. >> congressman ryan has set aside our differences, we'd made some compromises and worked tote to get something done. >> reporter: what murray and ryan got done is the framework for a deal that provides some level of buchlkt stability not seen in washington for years. the bipartisan proposal sets spending levels for the next two fiscal years. it also restores $63 billion of those across-the-board spending cuts known as sequestration, first with more targeted spending cuts, particularly to defend. and by raising fees for government services like an extra security fee on airline tickets. >> i see this agreement as a step in the right dir

. >> susan mcginnis has a preview of the procedure that has only been done once before on christmas eve. >> reporter: nasa astronauts are preparing for their second space walk in four days to repair a refrigerator size ammonia pump on the international space station. >> during the first space walk, they got the pump out. during the space walk, they'll put a in one in and that should do the trick. >> reporter: the pump is a critical part of the the space station's cooling system. it broke down triggering the space walks to repair the system as quickly as possible. >> the trick is to be prepared for it when it happens so the crew can be able to make the repair themselves. >> reporter: today's walk was originally scheduled for yesterday but it had to be delayed after a small amount of water got into the astronaut's suit during saturday's mission. he'll wear a different suit today while the other one dries out. >> they put the new suit together, tested it. everybody is pleased with it. i don't think they'll have any problems when they go outside for this space walk. >> reporter: last july a

susan mcginnis is in washington with more. susan, good morning. >> good morning, anne-marie. despite some grumblings, it is looking this morning like enough house republicans will support this plan to get it through the house during that vote that's expected today, and that's largely because of all of the blame the gop shouldered from the last government shutdown in october. but still there is that extreme right wing of the party that remains in no mood to compromise. the harshest criticism came from groups that raise money for conservative candidates. the club for growth said the plan was made up of budgetary smoke and mirrors. heritage action called the deal a step backwards, and both say they'll hold republicans who vote for the compromise accountable. those statements blasting the deal got this response from a frustrated and angry house speaker john boehner. >> they're using our members and they're using the american people for their own goals. this is ridiculous. listen. if you're for more deficit reduction, you're for this agreement. >> the agreement reverses $63 millio
