[ gunfire ] >> reporter: our cameras were rolling when the gunshots erupted. we were covering a story about homelessness when two gunmen opened fire on the off-ramp of i-80 westbound near 5th and harrison streets. [ gunfire ] >> all hell broke loose. there was multiple gunshots. and i heard my car get hit with a bullet so i immediately got down. >> reporter: hal was in the middle of the shootout. his car is one of three struck by stray bullets. all he could think was -- >> that i was in the middle of a war zone. >> reporter: looking at the other two vehicles, it's lucky no bystanders were hurt. police don't know if the shooters were injured as both took off. witnesses report hearing at least 20 shots fired and two separate shootings within minutes of each other. >> it's onse

as kpix 5's susie steimle reports, the mayor has announced a new fire safety task force. >> reporter: in a stunning admission we learned no one from the planning and building department has been inside to inspect the ghost ship warehouse in decades. >> our records didn't show that an inspector had been inside the building in the last 30 years. >> reporter: this comes despite the fact that inspectors were on the property in november looking into complaints about blight and illegal residential structure. additionally, oklahoma police received dozens of calls. we know police were at the ghost ship twice. the video shows police checking things out in october. so why didn't anyone from the building department ever look inside and if they did, how could the obvious fire hazards and lack of inspections go unnoticed? >> but it would be another tragedy if we did not learn lessons and take this opportunity to make decisive and immediate steps to improve our system. >> reporter: mayor libby schaaf chalked it up to a need for improved communication within city departments and an overworked staff.
