when sutter health took over st. luke's hospital from the episcopal church which founded it and operated it for 130 years, it promised to maintain the hospital's tradition of providing care for anybody, even if they had no money. the first thing sutter tried to do when it took over was to close down the hospital. it's failed at that. however, it did succeed in eliminating all of the psychiatric services. as you know, if you're a woman, you can't even have your baby at st. luke's now because that has been eliminated also. sutter health claims to be a nonprofit organization. i ask you, how many nonprofits do you know who pay their c.e.o. $4 million a year? is that obscene or what? if sutter can pay an administrator $4 million a year, why can it not afford psychiatric doctors and nurses at st. luke's hospital. i'll tell you the answer. sutter health primary priority is not adequate care for as many people as possible. it's priority is making money. sutter cannot make money from poor people patients. however, it can make

sutter's obligation early on and i say sutter because they're in my mind who was in control on this one was to do the m.o.b. in the second phase. many of us did not trust them to do the development. the concurrent obligations solve that one quite well. i am very satisfied with that. on charity care, i am pleased -- let me put it this way. you go through the development agreement and read the entire thing a couple of times and realize without question that exhibits e, f, and g are where the meat of it is. there 10 times for lehman to read and make sense of than the development agreement itself. and went over and over and decided i will have to rely as we often do at the planning commission on what we consider credible experts in the field. i was very pleased to hear many of the comments of barbara garcia and also of kathriarin -- catherine dodd. i was pleased to hear she was in negotiations with the san francisco health plan. in my mind, those negotiations are extremely valuable. the city and county of san francisco, its employees constitutes a major employment sector of our population.
