on september 26, 2010, dispatch received the complaint of a male blasting music at 1000 sutter st.. the residential hotel with narrow hallways and then walls is well known to officers as they respond there almost daily. this busy sunday morning stretched staffing to its limits. officers were sent to the fair and a critical incident in the northern district. the officer responded to a call at 11:17 a.m. and climbed seven flights of stairs to room 708. she approached the room with the manager who unlocked the door after numerous attempts to get the occupant to do so. she entered the studio apartment and saw the suspect line on the bed to the left of the door. his arms were behind his head. she saw the wooden handle of a gun on the floor was littered with clothing and garbage. she approached the bed with her gun drawn. she picked up his weapon and back away from the suspect. she backed approximately 10 feet while never taking her eyes off of the suspect. fearing a physical confrontation, she placed the unloaded large caliber revolvers with a 9 inch barrel on a chair behind her while ke

i urge you to please not enable sutter health to proceed with its plan for st. luke's unless and until it restores psychiatric services including inpatient beds. i do not envy your task in dealing with sutter health. sutter health is a highly funded powerful and slick organization. it's perhaps too inflammatory to call sutter health a liar, but it is no exaggeration to say that it is does not honor all of its promises. it has claimed today and you have heard it, that it will provide "increased health care for low income and underserved san franciscans." its record is quite otherwise. it has one of the lowest records of providing such care. when sutter health took over st. luke's hospital from the episcopal church which founded it and operated it for 130 years, it promised to maintain the hospital's tradition of providing care for anybody, even if they had no money. the first thing sutter tried to do when it took over was to close down the hospital. it's failed at that. however, it did succeed in eliminating all of the psychiatric services. as you know, if you're

st. luke's or cpmc, i am trying to figure out where the system is. >> it is every facility that cpmc operates in the city of san francisco. cpmc is an affiliate of sadr -- sutter. there are no facilities outside of san francisco. it is all the hospitals and a list of other things that have lined san francisco. -- that are outside san francisco. it is an important part of the development agreement. we said a couple of things to them very early on in the negotiations. the first thing we said was, we need a guarantee for st. luke's absolutely as long as possible. we are willing to get a longer guarantee to identify working with you, kind of catastrophic provision. we did not know how to define that. if there is a catastrophe, then this could be reconsidered. as we went through it, we need something definable. a catastrophe, is that defined as something that is driving the hospital on the brink of going out of business? that is the best way to look at it. we can have a hospital -- cannot have a hospital that serves the reports -- 35% of the city go out of business. the number we started out was a higher number. it was not two years in a row, it was one year. this
