reporter: right in front of this white van there is crime scene tape and in front of that is a black suv under it, a gas can and they believe the person holding that can may have started the fire. here is what the flames looked like out of shore boulevard right out of highway 101. you can see the smoke and orange glow from the freeway. this is a four-alarm fire and it took 120 firefighters to put it out. they also had to contend with it and that was a challenge. they had to breakout of a building where squatters had been and one person was treated at the scene from smoke inhalation. we saw a man run from the scene carrying that gas can. >> he said he didn't start the fire but up there the police grabbed him, handcuffed him and threw him in the back of the patty wagon. >> reporter: now here is a look at the suspect. he is 61 years old and neighbors say he had been living there is a squatter. neighbors said they reported it to housing authorities and police and nothing had been done and they even tried kicking out the people themselves and this exact place went up in flames three years ago
