fin in fionnuala sweeney joins us. >> reporter: there are a plethora of high-level israeli officials in new york arriving today and throughout the week. benjamin netanyahu, the israeli prime minister, due to go there to really present their case. what he says is israel's version of the truth. israel isn't opposed to palestinian statehood. it is opposed to this unilateral, as it sees it, declaration of a state without direct negotiations. that's really the issue. the united states is working very hard to try and dissuade those members of the u.n. security council who may be wavering on this issue not to vote for it. it is not expected, i should say, that it would go before the security council on friday when mahmoud abbas makes his speech. he will submit the application. and essentially what israeli officials are saying today here, that perhaps in new york that there might be actually the opportunity to have some kind of direct talks between the palestinian leaders and the israeli leadership on this issue. >> so it doesn't sound like there's any chance that this whole move is a bluff.

in castle county has only lost one previous officer in a line-of-duty death when corporal paul sweeney was in a traffic accident in 1972 but never before had an officer been murdered in the line of duty. each year when we would attend our annual police memorial, we would quietly pray we would never know this day. just roughly two weeks earlier delaware marked the second anniversary of the killing in the line of duty of another brave and decorated local police officer, patrolman chad spicer of georgetown. it was just too soon for this to have happened again. we all know that there's risk, grave risk in policing, but this couldn't have happened again. delaware is a state of neighbors, and we are still as a state mourning chad's death and we could not possibly have lost another brave police officer. but we did. and this friday he will be laid to rest. i my state mr. president is grieving. in the days that have past i grappled with two questions. i've asked myself over and over how is it people continue to do these dangerous things, how is it senseless violence continues to claim the lives
