you can listen to remarks yesterday from the outgoing health and human services secretary sylvia mathews burwell cautioning the republican congress against moving too quickly on a repeal. last week congress took a first step toward repealing the affordable care act without any replacement at all. only does this approach failed to tackle the many tough trade-offs that come with real health care reform, it doesn't even succeed in delaying them. here are three things that would happen. act ifhe affordable care it is repealed without a replacement the damage to the country's individual insurance market will begin this spring. if health insurance companies don't know what the market will look like going forward, many will either raise prices or drop out. that means more americans won't be able to afford coverage and others will be able to find it at all. states and hospitals will be in budget limbo. governors have said that repeal and delay would create unacceptable uncertainty. further state budgets and state economies. community hospitals will have to shrink or shut down if they can't count on fund

sylvia matthews burwell, secretary of held and human services came by a month or two ago and talked 0 our democratic caucus. one of the things she talked about that was especially informative was she talked about this pie chart, a pie chart. what she said is think of this pie chart, it includes about 300 million people, americans that get health care. get some kind of health care other than the emergency room. she told us that roughly half, maybe a little more than half of the 300 million people in this -- among the americans that are getting health care, a little over half, 57% get their coverage through the -- really employee coverage, the employers provide that as a condition of employment. another roughly 22%, that's sort of the brown area, is medicaid and the children's health insurance program. and a bipartisan idea. bill roth worked on it, bill clinton and all worked on that and others. i even worked on it as governor. about 15%, this area right here, the green, is medicare. and then you have got down here the -- the individual markets and marketplaces and so forth. there is ro
