as you, as you endorse in the levels of service back in august for the sewer system improvement, you will see that is now coming online in the next 10 years. and the majority of the changes, because of that planned investment for the sewer system. not the costs have gone up, it's just that planning horizon we discussed in august was a 20-year horizon and now we've moved another year down the road. additional investment in hetch hetchy is also a key, a key reason for a $90 million increase. summarized on slide 8 is every key change of the ten-year capital plan, but the ones that are the biggest changes, there are additional investment in water place many. additional investment in some capital projects in transmission, including some clean up at the gun club property. the additional investment in emergency preparedness with auxiliary water supply system. and then the sewer system improvement program. and then the other big one at the bottom is power, new projects. and, so, we have always known there would be large potential investments needed and as we've gotten updated condition assess

on the water system improvement project, we have accomplished a lot. and my only hope is that understanding what we did with the water system improvement project, that we bring forward the finer projects and apply them to the sewer system improvement project. now, regarding the bonds, i have had a few occasions to sit down with your chief financial officer and get the relevant information so that we can share that information with our students, our university students with whom i work in a very focused way. the other thing i do is i get whatever historical books, the san francisco public utilities commission has made them read it so they can give their impressions and see how our students in our universities can contribute to

one is that as you know, even though the wisp, the water system improvement program is winding down we're about 80% through that capital program. we continue to have many cost-shared projects with other jurisdictions. ongoing maintenance, et cetera, for both our water system on the -- with our power enterprise as well. and so this would allow us to continue the program with those projects. as we were going through the process, and thinking about the changes to the definition of the "pc lbe regional projectsing." we thought it made sense to add the sect change, which is that any projects 70 miles outside of san francisco, even if they are not a cost-share projecting, meaning that they are funded by city and county of san francisco. we want to extend the puc lbe discount. the thinking behind that provision is because the pc lbe program really applies on the construction side, projects that are that distance away from san francisco, that the travel costs and the travel implications for local business enterprises sort of makes it not worth it. if they do compete for those projects, they would

requested 117 million, we point out on page 46 of our report the puc's requested the water system improvement program management reserve which presently has a balance of 117.1 million, would only have a remaining balance of 103 thou dollars and that clearly is inadequate for a $4.6 billion water system improvement budget. so, * we believe that -- and those additional costs, by the way, which could be -- which could result or explain on page on page 46 of our report. * are so, our recommendations on page 47 of our report, we recommend that you request the puc to report to the budget and finance committee by may 31st of 2013 on the puc's responses to the bay area water supply and conservation agencies 10 recommendationses pertaining to further cost savings measures which may take place. and then we do recommend that you approve the requested release of the reserve funds. >> thank you very much. colleagues, any questions? just quickly to the puc, obviously -- and i want to thank you for your detailed briefing yesterday. much appreciated and look forward to being out there as well at the tunnel.

our water system improvement program, 80 products that span seven counties. we have a staff of about 400 city employees and about 500 consultants. puc is really embracing technology. we wanted to make sure we really had a system that would elevate all issues so we could address them in a timely manner. as you know, time is money. we have a construction management information system. it is a great tool to help us address construction and make it successful, as it is today. cmis is one of the first major tools we put in place. the next one is the san francisco online invoicing, where we are now working with the contractor and consultant to have them submit their invoices online. we are also working on electronic bidding systems. another way we can reduce the paperwork and all the other issues tied with the procurements. i live in san francisco. i am a rate-payer. i really care about the way we spend our money. systems like this that will allow transparency, clarity, accountability, and efficiency -- i think systems like this need to be applied to all parts of t

recommendation, thank you, and then as you know, puc is in the beginning phases of its sewer system improvement program and are trying to integrate some of the innovative technology resource recovery and the waste water process, so some ideas around that, and then i think one thing we were really pleased about is that last year when the legislature did their initial bills around happen trade revenue allocation, there is a requirement that up to 25% of dollars be spent in disadvantaged communities, historically, san francisco, the definition of disadvantaged communities that the state uses is one that keeps income relative to the state and so we often don't count as a disadvantaged community though we have many neighborhood that are struggling, i think the definition they're using for disadvantaged communities in the context of cap and trade dollars, the bayview hunter's point community will be eligible for those funds so we are hope hating we can try to get access to some of those revenues for that, so we will continue to update you moving forward in the cap and trade, but you as lafco members

griffin: to really improve these systems, you need to deploy the latest technology. woman: the pipe bursting process is designed to replace an old pipe without digging an entire trench. the old pipe has cracks and displaced joints and openings in it. we try to stop, not only infiltration, but exfiltration, where sewage would actually leak out of the pipe. the head is larger, so it breaks away the old pipe and allows the new pipe to come in behind it. griffin: we are saving about 67% of the cost of actually digging old pipe up. clyne: it's less invasive than an open-cut process, where you would open the whole trench up and replace the pipe. it's called "trenchless" technology, so... that's as good as it gets. griffin: we don't have to dig up everyone's yard, and we refurbish that pipe at a much-reduced cost. another technique, the cured-in-place lining. it's equivalent to putting a large sock through the existing sewer. we form a new pipe inside the old pipe, and therefore we seal up all of the defects that allow rainwater to come in. hunter: we repair about 730 leaks
