willie mccoy was shot nearly two dozen times by vallejo police outside of a taco bell in february of last year. he had fallen asleep behind the wheel with a gun in his lap. investigators say when he moved his arm officers opened fire. the other case included sean monterrosa in june outside of a walgreens. officers thought he had a gun in his waistband but it turned out to be a hammer. the district attorney announced she is referring both shootings to the state's attorney general. >> the current circumstances compel an outside review to not only restore public trust, preserve the safety of our community and provide confidence in the outcome. >> that announcement comes as calls for abrams to pursue charges against police officers involved or step back from the cases. >>> happening today, even though big gathering spots like beaches are closed, people are coming together to protest for racial justice. a memorial service put up by a group -- this is for the murders in palo alto's johnson park. >>> well, the pandemic is ongoing and yet it's not stopping people from flocking to lake tahoe

in february 2019 willie mccoy was unresponsive in his car at a taco bell drive-thru. when officers arrived they say mccoy had a gun in my lap. police say mccoy abruptly moved and that's when 6 officers fired 55 shots into the car. the officers were back to work after 3 days of paid administrative leave mccoy's family has filed a federal civil rights lawsuit and nearly to the day one year earlier when al foster was riding a bike on the night of february 13th. police say the 33 year-old did not have a light. that's when an officer stopped him and a chase ensued delay how police say the officer used his taser on foster but it did not work and that foster then took the officers flashlight and that's when police shot him. police say the officer was in fear of harm. however, the attorney for foster's family says he was shot on his side in the back of his head and in the back the officer who shot and killed foster was also involved in the shooting of willie mccoy. and you can follow our coverage of the investigations and lawsuits related to the shootings. it's all on our web
