the grim picture emerging in the mountains around lake tahoe. im here at echo summit, along highway, 50 about ten miles south of lake tahoe. in a normal year i would need snowshoes to get where i am right now. cabins like this one would be buried. but not this year. the snow where im standing is only about 8 inches deep. as i drove up from the bay area this morning it was 73 degrees as i went through placerville. i didn't see any snow at all until i passed kyburz at 4,00 feet. the usually active american river was actually stagnant in places and the views to the south looked almost like high summer. echo summit is one of the spots where the state department of water resources measures the snowload throuighout winter but the first such reading taken earlier this month showed the snowpack less than 10 percent of normal. you can the grass here in many of the high mountain meadows. there is snow at the highest elevations. sierra at tahoe ski resort averages about 300 inches of annual snowfall. they've had about 66 inches so, they don't make snow eit
