this is the scene right now in taipei. rescuers are working to release the people still captured inside. the fuselage is laying on its side, which is hampering the rescue effort. while many passengers on board were tourists from mainland china. >> reporter: these are the last terrifying seconds of the flight, slowed down the footage shows how the plane narrowly misses a block of flats. one of its wings hits a car as it disappears from views. these photographs capture the same last moments the aircraft out of control and almost at 90 degrees as is plunges towards the river. parts of the plane were left scattered on the bridge. the fuselage half submerged in the water below. this part of the keylong river is shallow and that has probably saved lives. rescuers were able to get to the rescue by boat and pull the survivors, among them a small child, to safety. local media reported that the plane had just taken off when it lost contact with air traffic control. the twin-engine turboprop was on its way from taipei to the island o

that is the best news out of taipei. the video of that plane coming down over that elevated roadway is unbelievable. it looks like a movie scene came downright in front of that driver's eyes. the plane turns on its side, clips that roadway and crashes into the river. just as unbelievable is this video. take a look. they are rescuing people from the fuselage. among those survivors are small children. rescuers pulled the child and several others from the plane's partially submerged main body. so far, at least 23 of the 58 people onboard -- or rather 16 of the people onboard have been rathered. many of them children. sadly, at least 23 other people are confirmed dead. the majority of the passengers are tourists from mainland china. this is the video that i'm monitoring in the newsroom for you this morning. it is still developing. you see all those rescuers and also other folks who are trying to figure out a way to attach that main body of the plane to a crane. we did see the video of that just a few minutes ago and it looks

the father, who only had minor injuries, got on a bicycle. >> anna coren joins us from taipei. anna, you are on the banks of that river. i can see the rescue operation taking place behind you and the rescue boats. bring us up to speed on the recovery process. >> reporter: zain, let me set the scene for you. we are on the banks of the river where there is a massive operation under way. the military is involved. you can see them, they're bringing sandbags. these operations have been going on now for some half hour. but what is happening on the river is of great importance. there are dozens of teams of divers looking for the bodies, the 12 remaining bodies that have not been found. they are scouring the river. obviously conditions are bleak. we understand that visibility is extremely poor. the river itself is not very deep. only about 2 1/2 meters deep. but authorities have set up a dragnet about a mile down the river. they don't think the current is that strong, but they are hoping that over the course of the afternoon, that they will find those 12 victims that they believe are h

nine people are dead after a plane crashed into a river in taipei. twin engine regional airplane crashed shortly after takeoff from taipei. 58 people were on board. officials say the plane crashed into the river, and most of the passengers have been accounted for but there could be ten people still waiting for rescue. daniel mckenzie joins us with the latest. what do we know about the rescue so far? >> reporter: what we know is that the rescue may be ongoing now. the dramatic pictures of the plane, a transasia flight that left mid morning from tie way on its way to one of the islands surrounding taiwan. it seems to have crashed soon after takeoff. pictures are being circulated of a dramatic dip of the plane towards that river. it at least clipped the side of an aerial -- in ttaipei, and it seems the plane is partially submerged. live pictures have been coming out showing this plane in the water. rescue officials rushing to the scene in small boats and trying to pull people out of the wreckage. miraculous in a way. they say at least eight people have

bloomberg news reporter tim is covering this story in taipei.are these new rules and what was transasia's role? >> good morning. the key issue here, as you may remember in july of last year, the same type of aircraft from the same airline crash on approach. since that crash, there was a detailed investigation and the preliminary report was reads -- was released in december. after that, the regulator gave a list of items that they wanted transasia to look into and enact. among that list was the requirement that they wanted these planes to sit at the gate for at least 30 minutes before -- as a minimum transit time. they want to the pilots to take their time to do normal things like take a bathroom break or have a quick meal or whatever. they also wanted to make sure they had enough time in the cockpit to go through the three -- the preflight check. what we found a day prior to the crash, they spend only 20 minutes at the gate. there is no evidence this would have necessarily prevented the crash. after further investigation, we found that they did

today in taiwan, transasia flight 235 went down shortly after takeoff from taipei. 58 on board, at least 26 killed. seth doane has the remarkable pictures. >> reporter: a motorist is caught the moment on camera when the transasia flight barreled out of the fly toward a taipei freeway. the passenger plane clipped the side of a taxi and appears only one of the propellers is spinning as the jet hit the edge of the bridge and somersaulted into a river below. unbelievably, some passengers survived and clung to the side of the fuselage. the plane was only two minutes into the flight before a distress call came from the cockpit. >> may day may day. >> reporter: the plane barely missed buildings before hitting the taxy. remarkably those inside the cab also survived. late today the plane was hoisted out of the shallow river. this is the second fatal crash pore the airline in -- for the airline in less than 7 months. in july the same type of aircraft crashed killing 48 people as it tried to land in bad weather. the pilot and co-pilot had more than 11,000 hours of flying time combined. at this time

the plane carrying 58 people crashed only about five minutes after takeoff into a river in taipei.t 15 people have died and there's a desperate rescue effort going on right now. take a look at that video. that was dash cam video of that car traveling over the bridge and you can see as that plane wing just clips the taxi traveling over the bridge there. now, you can see it hurdling out of control. taiwan's official news agency reported that the pilot app feared try to steer the plane back in control but was obviously unsuccessful. there were two people in in taxi. they were injured but are now in stable condition after being taken to a hospital. this is video here of the rescue effort going on right now trying to save passengers and crew members inside that plane which is submerged in the river. this all happened around 11:00 a.m. local time and it's really amazing that anyone survived that crash. we know most of the people on board were chinese tourists. there were also at least two children on board. and let's switch over and show you some of the damage, the aftermath. take a look
