. >> in 2004, karen talley was in her sixth year as correctional officer at indiana state prison whenrutally attacked by an inmate, she nearly died. we met her two years later. >> you know, they all know me. the guys know me. i used to work in the intake unit when the new arrivals would come in. they know me. i'll be all right. never imagined it for all these years later. never imagined it. >> at the time of the attack, officer talley was responsible for supervising "b" cell house. an important part of her job was securing the inmates back in their cells with a system called, rolling of the bar. an older, manual cell locking device. >> that day, chow lines had run late. i said, come on, guys, go in your cells. you miss roll-in, you know what happens. i figured all of them would be in. i rolled the bar. bigger than anything here is three of them didn't make it. so i went down the range. i started at the end and worked my way up. the last cell that missed roll-in was 424. i locked his door. went to 418. locked his door. went to the next cell -- 410. i said, come on, go on in your cell.

and i'll let judd and jeff talley take a swing at that as well. unless you want to make a comment on it as well. judd, any comments? on the numbers for the guard? no? >> i would refer to general talley first. [ laughter ] >> they're in avoid contact mode. go ahead. >> i think the short answer is, and i've testified about this before congress a number of times. if we stick with the president's budget, the army reserve would go from 205 to 195. and that's risk that we can accept, and still meet mission requirements. if the sequestration stays the law of the land, doesn't change, i'll be driven down to an end strength of 185. that's over the next three, four, five years. at 185, that represents significant risk in terms of my ability to support the army, because the army reserve not only supports the army, i support the total force, as i already said in all the combatant commands. general milley properly said, we don't know. we're about 90 days before we'll have some clearer visions as to what the congress and elected civilian leadership is going to

talley? >> my colleague in monrovia has said that there are numerous anecdotal cases of workers who aren't getting paid the cash that -- including yourselves, or that the bank has provided. what kind of accountability structure do you have and assurances do you have that the cash is being spent as intended and isn't being siphoned off into some accounts? secondly, the -- nobody's mentioned this. i'm just curious whether there's been any mention of secondment to oversee global efforts on this? you constantly seem to be saying that there is a shortage of supply, a shortage of action. you seem to be pushing and seem to be knowledgeable of what's going on, and there's been criticism of other efforts. and finally, if you could, can you elaborate to just what your understanding is on the shortage of health care workers? what are we talking about here? how many thousands are we short? >> so, ian, as you know, we have been aggressively trying to lead the fight against corruption in developing countri
