good morning david. >> reporter: good morning tam. apparent. police say as a verbal confrontation on the el between a man and a group of teenagers. it continued as they got off the train here at 15th and market and it turned violent as the man tried to walk away. it was all captured by this platform camera. septa hasn't released the video yet but police say it clearly shows the attack on the man who's in his 60's. a group of about the eight teenaged boys and girls get off the westbound el with the victim around 3:00 yesterday afternoon. >>> police say the video shows them surrounding the victim and then one of them delivers a sucker punch so hard it knocks him out cold. we talked with a witness. >> just have to unite together. we're not going to put up with it. this is kids we're talking about. >> reporter: this temple university student doesn't want to be identified. she saw the teens running offer after the attack. >> we heard two girl walking by saying he'll learn next time. then i saw a guy playing on the platform with blood around his head

good morning annie. >> reporter: good morning tam.the report they reviewed about 400 cases of officer involved shootings. ramsey actually called for this report back in 2013 when he saw a drop in crime also a drop in assault on police officers but he saw an increase in officer involved shootings. he calls this report a good report and plans to implement what they suggested. protesters greeted philadelphia police commissioner charles ramsey as he left monday's justice department news conference on the use of deadly force by police. the justice department announced reform is needed in training policies and investigations into deadly force incidents. the report found philadelphia investigation noose officer involved shootings lacked consistency, focus and timeliness. the recommendation a single specially trained investigative unit to handle them. also criticized in the report, disparities found in documentation of incidents and a delay of interviews by involved officers who who need to be cleared before speaking to internal affairs. rams

good morning annie. >> reporter: good morning tam at least five cars hit in the rhawnhurst section of the city. across the street that's one of the cars that was hit. the thing they have in common they are hondas, you can see on the drivers side the window is broken inside. the air bags taken out of the steering wheel. take a look at this video this is from early this morning, this is one of the cars all with the air bags taken all windows smashed. neighbors say this happened around midnight when somebody heard something happening loodged outside and saw two -- looked outside and saw two people with a flashlight inside one of the vehicles. this is not the first time they have heard of the problem. in fact earlier this month major crimes told "action news" there was a rash of 30 similar crimes like this all with hondas hit, the air bags are easy to sell on the black market. one of the men who is part of the neighborhood watch talked to us this morning about how police alerted them about this crime and what he heard in the early morning hours. >> somebody is stealing in my neighborhood

"action news" reporter, eva pilgrim is live outside special victims in hunting park with what happened to her and what she did next. good morning eva. good morning tam that woman was walk be home from the gym last night when she was sexually attacked and rob. police, as you mentioned arrested the two suspects. this happened on richmond avenue. police responded to the area after hearing her screaming. two men approached the woman one had a a gun they took her wallet and cell phone and dragged her behind a building and sexually assaulted her. she called police, within minutes the first suspect was picked up, minutes later the second was arrested. they are found with the woman's items and positively identified by the victim. >> fortunately where the sexual assault and robbery took place by the train tracks, there are several businesses and large warehouses they have exterior cameras, hopefully these cameras recorded something they also help us with our investigatio

let's go over to erin o'hearn. >> reporter: good morning, tam. niece intensive care.year-old inmate was rushed to the hospital from prison but there's no word on the cause of his illness. in fact, his lawyer says prison officials won't even tell him why he is there. and this news comes the same day of a federal hearing over a new pennsylvania law which was passed in reaction to abu jamaal. back in october he gave a recorded commencement address to a college in vermont. supporter by officer daniel faulkner's widow then governor tom corbett signed legislation allowing victims to keep injunctions. abu jamaal and others sued on free speech grounds. now, the u.s. district court said at the end of the 90 minute hearing that the judge would comprehension plea review the issues which would clear the way for the losing side to potentially appeal any decision. again, this is all ongoing as abu jamaal is in the critical care avenue hospital. we don't know exactly why he's there. of course as that information comes in we'll bring it to you right away. erin o'hearn channel6 "actio
