welcome back i'm tamala edwards this is inside story.et's talk about something in education. 16 of 49 law professors in the law school at penn have signed on to the letter saying they don't like the schools new sexual crimes policy, things have changed, the obama administration said we want to make these changes, they say you can have a lawyer but they can't be involved in the process and the skewed never gets a chance to confront the accuser that's not how i remember this how can you say that's true. accusers won't stand up. professors are saying this is going to have to comfort the accused and not protect the accuser, you guys are administrators you deal with this. >> the department of education is putting on pressure on universities to come up with procedures that make it easy for people to bring charges and differential to the accusers. if you tilt the process toward the accuser you naturally are tilting toward the accused. the restrictions on the lawyers and preponderance of the evidence rule so the standard is not yard it's a prepo

this is the one. >> welcome back to inside story, i'm tamala edwards.coming out of the school district this week, good news somewhat, they are looking to higher 400 teachers they look serious about it. the big headline was the group called the philadelphia school partnership. that said listener we'll give the -- listen, we'll give the school district $35 million. this money was meant to say you have 39 charter applications you are considering this should ease the wade for some of they say being considered. on one hand you have governor wolf saying no more. and then we have the src saying do not talk to me about budget deficits who wins this battle? >> it's a tough issue that gets us off track for the big question a fair funding formula for city and towns who have low income students who need extra help anticipate -- and support. if frarch, -- for example the psp is saying it's a cost that can't be captured. and district says 7,000 and the psp says 11,000 students. i would hate to see this drag out and getaway from the main question how do we get to fair
