tamika moss. there are a number of speakers, if you want to line up on your right side of the room, that will be helpful. >> good afternoon, commissioners, tamika moss with spur. i wanted to speak on behalf of this project and ask for your support for the in-kind agreement. we reviewed this project in 2010. and i have a letter for you, we endorse this project and we believe it will be a part of revitalization and improvements of the upper market area. and as staff has communicated to you all for many reasons. when you do a plan and you actually have impact fees, you want to see them come to fruition. and this is what this agreement is actually doing. bringing it to life. and you are seeing the market-octavia plan that so many of us worked on over the years. materialize into pedestrian safety and street scape improvements. and given the environment of our public resources, it's a really great opportunity that the project sponsor is going to be able to provide some of these improvements for the enti

tamika moss with spur. i do have a letter of support for supervisor wiener's legislation from our housing policy board did review this and we do support it. i do want to direct my comments more about sort of process. as a trained social worker, i'm very familiar with process. i spent a lot of time empowering people around process. and i think one of the things that happens when you establish a process is that where there have been no boundaries or parameters and you insert those into a chaotic environment, people rebel against those and i think that is part of what we're seeing in terms of this opposition. people are very concerned that this change and the variety of changes described in this legislation will cause unintended consequence he. and, so, i think it's important that supervisor wiener and his staff and the planning department has taken the time to really establish a process so that people can, in fact, have an opportunity to participate in that process. i think one of my favorite pieces about thi
