at the tampa bay times forum where the convention is scheduled to begin monday, teams today were putting up rain shelters. much of downtown tampa is a tent city, but in a storm that could be a problem. already this week a thunderstorm kicked up 60-mile-per-hour winds knocking down what was supposed to provide shade from florida's 90-degree heat. party leaders calculated even though it's the height of hurricane season this city would be a safe bet for the 65,000 people expected to travel here next week. if there is an order to evacuate, it will come from tampa's mayor, bob buckhorn. >> in terms of an actual evacuation of the city of tampa, that is my call. we haven't been hit by a hurricane in 90 years but we plan for this every year. >> reporter: one thing that makes tampa so vulnerable? it's bound by water to the south and west and in a major hurricane a storm surge could swamp the city under more than eight feet of water. even if isaac only brushes the area there could be logistical problems. while the convention is in tampa, the majority of the delegates are staying at beach hotels on

joining us now is steve bousquet, "tampa bay times" state capital bureau chief. us how things are in tampa. is there a sense of normalcy, following the changes in the schedule that happened with the republican convention and the fear of the storm? guest: i think things are starting to get back to normal. i find the end of enthusiasm by the democrats -- delegates. they are eager to hear by people like chris christie and governor romney later in the week. everybody has one eye on the weather map and the storm in the gulf, but having compressed the schedules i think they are eager to get things going this afternoon. host: we see some news, a report from "the new york times" with the gop taking up pensions, frustration bubbling up, and the story says with the vacuum created by the postponement everyone with a reason to be upset has time to talk about it. a new hearing more conversations about different factions of the party? our people disappointed things did not get started yesterday as planned? guest: yes. there will be some noise on the floor on tuesday afternoon

the tampa bay forum, there are several security checkpoints. how does that impact the feeling inside this arena, if at all? >> it has impacted it for a lot of people. i was at the conventions in both denver and st. paul, and the security was nowhere near as obtrusive as it is here. there are a lot of veterans at the conventions that believe they should be the end. this year, we have a three-day convention because of isaac, and the democrats are starting on tuesday next week, not on labor day. it feels to people like there is no use for this. it has not been that productive. a couple of big speeches. and the security does not help that feeling of a lack of productivity at all. >> and the missouri delegation, what does that tell you about the feelings of those delegates, and even though he is not here at this? >> many delegates have expressed some disappointment with mitt romney for suggesting that todd akin should get out of the race. of course, missouri is an middle of the road state, but actual republicans in missouri are actually a conservati
