this -- from money tana, congressman zinke. it says no one can be denied until all reviews required under the national environmental policy act, known as nepa, have been completed. the nepa review process is critical to ensure that the communities can provide input on any proposed project and it allows the developer the opportunity to work with the citizens of a community and the regulatory agency to address any concerns that may arise. denying a permit request for coal export facility before the would cess is complete send a precedent that indicates that those voices of affected parties don't matter and diminish the value of the nepa process. this amendment will ensure that a regulatory agency must first take into consideration the merits of the project, voices of the people, their thoughts, concerns and the findings of he nepa report before acting on permit and simply, simply not advancing an anti-coal ideology. i urge my colleagues to support this amendment, and i was to yield my time -- the balance of my time to congressman
