. >> good morning, commissioners, anaa lofport, i would like to welcome commissioner tang to the committee and to the board and we look forward to working with you. this item begins on page 9 of your packet and also give brief remarks on the federal program before welcoming mark watts, the advocate from sacramento to speak. as we all know, the sequestration cuts have gone into effect at this point. we are looking to the march 27th into the end of the current sixth month continuing resolution and looking to what will happen with another six months to fund it to the end of the federal fiscal year. the house has passed a 6 month bill, which locks in the funding levels for the sequestration cuts for the end of this physical year. the senate, we expect them to be releasing their six-month continuing resolution within the next couple of days. we have yet to see how much discretion this will give to the various different agencies on how the cuts are implemented across the various programs. the house has given flexibility to the department of defense only, we expect the senate to be more proud in

however, supervisor tang would like to revise that so that it's 100 employees. last year the original version of the ordinance only waves fees for awning replacements. the commission recommended that the ordinance be expanded to also include ~ signs on awnings. the final version of the orbtionv included awnings as well as all signs. so, not just signs on awnings. the ordinance included all signs, it doesn't appear that the building department waived the fees for all signs last may. may '11 fees were waived. the planning department approved over 90 signs last year during the month of may. this ordinance cost the department approximately $4200. the department recommends that the commission recommend approval with modifications. staff recommends that the ordinance be modified to limit the fee waiver to permits for awnings and permits for signs on awnings only so then removing the provision that all signs be removed. the same recommendation was made by the commission last year. that concludes my presentation. i'm happy to take questions. thanks. >> thank you. openin

[speaker not understood] campbell from the budget analyst office. page 4 of our report we show the expenditures for the match. this does require 50% match of 461,000. it would pay for 1.5 existing deputy juvenile probation officers in the juvenile probation department, and one social worker in the public defenders office, existing position. as well as some travel time consultant services and some other services. it also, however, would create one new social worker position in the juvenile probation department. this would have a retroactive hire date to january of 2013. it amends the annual salary ordinance to create a 0.4fte in the existing year. we make a recommendation to amend the ordinance to specify the disposition is a grant funded position, that it terminates when the grant funds terminate. one of the things that is important when we discuss with the juvenile probation department is they do want this to be an ongoing position. they will ask for it to be a general fund position

so am really appreciative of not only president chiu and supervisor kim but many of you, supervisor tang and others, that strengthen the resolution of the whole. it is time i think for our city to think more creatively about what city hall can do to support city college . in this time of need we held a hearing of the budget committee last week where we started to think about in-kind support, whether the electricity or water bills, but also in-kind support for elections of the trustees of the college board system. also other ideas for how we can be more supportive. my hope is, after this resolution, i hope that is passed . overwhelmingly here at the board and we can put our heads together i know the mayor and the controller and others also sat down with the former chancellor and others last year at this time to come forward to provide some economic and management support as well. but my hope is that we continue to move after we have acted on this resolution. first that the resolution calls the college to use as much funds to the ballot opposition prop a, to use resources for classroom use

i'm here on behalf of katie tang. we are introducing this ordinance to provide level -- in recognizes of small business month. this ordinance was passed last year and as was also mentioned we received 10 fee waivers and are expecting to do additional outreach this month in preparation for may to make sure that we can either in crease those fee waivers or get information regarding the need and necessity procedure around replacing awnings and signs. one to support the difference and the ordinance that we felt was very important. a lot of small businesses owners felt it was very educational that they want to replace the signs, apply for permit and pay fees. so we expect to continue that educational outreach in front of you, there is a packet that we would like to give to small businesses. these are statements that we want to go into if they want to replace awning and signs. it will be translated into three languages. english, chinese and spanish. we plan to work with other offices as well as the office of small business

and other members of the community and representatives from senator yee's office and assemblyman tang's office and your office to talk about improvements that are needed. we laud what is going on with the proposed proves on sloat however we feel that one of the intersections that is left in the dust is that is everglade and slope. the improvements suggested there are bowel bolts and there is a stopping there and traveled heavily and we would like to see something morn that. it is our understanding there is a meeting in the mayor's office yesterday that was well represented by caltrans public works. mta and your office and supervisor tang's office to talk about various improvements such as a count down pedestrian and on demand light. we would like to see that considered for everglade and slope. in closing i want to remind you this is a neighborhood street and not just a state highway. that is one of the big issues that we've had. the state has been benignly neglectful of slope and we would like to see the city take a more active role if they can and in fact if the state would relinquish
