president, we are fortunate enough to have supervisor tang here this evening. >> welcome supervisor. >> good evening, commissioners. there you go. >> okay, there you go, commissioners. >> district four supervisor. and so i wanted to be here today to talk a little bit about the legislation that we have here before you and it is really to address the enforcement issues that we have been having with the massage establishments in the city. for years the office has heard from the community about the potentially illegal activity taking place some of the massage establishments and we have seen the advertisements in the newspaper highlighting the alternative services that one can receive at the local massage establishments we hope to accomplish two main things, number one is that we hope to codify pentties for the house do*eds codes, because when we found are the penalties are only recommendation and not actually in the public health code and these were actually previously determined by dph and so we are not changing what the penalties have been in the past and we are just codifying in the h

supervisor tang? >> question for sfmta. the findings was that both agencies would launch an education diverse program. i'm wondering if you would be willing to give more details on that. >> that was part of the discussion? >> the training? okay. >> the discussion is between sfpd, in courts in terms of developing a model that many instances in other counties that we can implement here. there have been some challenges typically the financial encouragement for bicyclist to participate in a diversion type program. for instance for cars, for operators of motor vehicles there is a series of financial incentives by state law. if you are operating a vehicle and given a citation, that violation is going to appear on your driving record. there is also substantial fine in many instances in the tune of $300-400 depending on the violation and your insurance rates is going up. there is a serious incentive for you to go to traffic school within an 18-month period. for a bicyclist. any infraction, any citation you receive, there are no fur
