i wanted to pick up on commissioner tanner's thoughts about rental registration. this has been mentioned many, many times before. this is helping us as one tool of helping us. i would like to ask how are we factoring in vacancies? starting in 2010, the number of unoccupied housing units in san francisco have always been of large concern have been standing vacant for years. have you factored these in? have you been able to track them in any form if those numbers are reflected in those studies? >> thank you for that question. we have -- we have definitely studied the trends and vacancy, and in terms of factoring in the number of vacant units into i'm assuming i think you mean the original targets. i don't know if that's something that will be possible per state law. however, we do have policies and actions that talk about vacancy and discouraging it. but as far as factoring them in to the kind of projection numbers, i don't believe that will be possible per state law requirement. >> thank you for answering that question. i would like to have that discussion at some
