tara moriarty is joining us now from oakland. hundreds of passengers stranded on trains last night, tara. >> reporter: that is right. the trains were supposed to resume at 4:00 this morning. that didn't happen. according to bart officials they would like to get things up and running in a half hour. they say the problem is technical. this is due to a computer glitch. the computer systems and central control are not communicating properly with the track. they are having to manually crank the shifts to route the trains. this effected 19 trains with 500-1,000 people on board. passengers were not happy. >> i have to pay for a cab to get back to oakland right now. the difference is $3.50 on bart or $35 to get in a cab. that is what i'm doing right now. it sucks. >> reporter: stations will be open but the train is not running. you may see some trains running but bart says it is simply putting them into place staging them. bart says this is an unusual situation but you can arrive at any station and camp out top wait. we are supposed to g

from the crash scene near highway 42, tara? >> reporter: well we heard the helicopters about 15 minutes ago and a helicopter flew overhead and it appears this rescue has been completed. we were here a long skylines boulevard and it was closed for about four hours all the way from pin yacht it road down to highway 92. it does a pier 35 -- appear 35 eastbound is coming up but that is the road that leads to half- moon bay. highway patrol got a call that a sedan went over the embankment and we are not sure how far down but a sig alert was issued and 35 and 92 was shut down. one person who was not hurt badly, but there were three people trapped in the car unable to get out so the coast guard helicopter came and started pulling victims out. we are not sure of their injuries and coming up we hope to give you some video of that tram dramatic rescue. tara moriarty ktvu channel 2 morning news. >>> the chp and san jose police are investigating the discovery of a body on the freeway. a homeless man went to a fire station just this morning

good morning, tara. >> reporter: good morning. we've learn thood a sergeant and -- that a sergeant and two senior deputies will be transferred out of san francisco general hospital in two weeks. six people from the department will be transferred in. we've learned that a dispatcher has already been transferred, someone connected to the lynne spalding case. if we take a look at the video, you can tell this is all fallout from the lynne spalding case. a woman being treated at san francisco general in september whose bodzdy was found in a hospital stairwell 17 days after she went missing, the woman disappeared september 21st. it wasn't until nine days later a search was done. sheriff ross mirkarimi admitted that only staff of the stairwells were searched. he says october 4th someone called to report a dead body in the stairwell. dispatch says we'll take care of it but that didn't happen. it wasn't until four days later that spaulding's body was discovered. now, according to doctors, she was close to being discharged. so deputies had n

tara. >> reporter: we are learning more details here. we understand that the people that were evacuated were not from the building that was completely destroyed but rather the building next door. they lived in some flats that were above a chinese restaurant. you can see there is some crime scene tape up. i'm not sure if you can make that out. the building next door to the chinese restaurant this was an internet archiving organization and that was gutted. now we know that this crime scene tape is up. we are not sure why. it might be an effort to keep the scene clear. from what we understand there are 60 firefighters that battled these flames here. the flames leapt three stories high when they arrived. we know that the buildings are attached. so flames do spread quickly. i'm told by a source in the fire department that it is possible that this fire started in the restaurant and then spread to the building next door where the archives are located. 11 people total have been displaced temporarily. red cross is keeping them warm about a block

tara moriarty is joining us live in vallejo and tara moriarty, there is a photo which may help this investigation. >> the robbers went all over the area striking four places at least several times. two african-american suspects wearing a key mask held victims at gunpoint. they stole wallets and other things and police say now is the season when robberies spike. >> during christmas, that sort of thing, we have more robberies. it is just, the hours are darker sooner, that sort of thing and also there is more shoppers so there is more victims. >> this is the photo taken from costco where a driver was taken and it is grainy and others want you to be on the lookout, investigators say one of the suspects with lighter skinned 5- foot 9 inches and the other suspect, 6-foot tall, 180 pounds, one victim had to be treated for injuries he received when he was pistol whipped at the parking lot. >> the one in the mission district was caught on camera, it shows undercover officers involved in a melee with several people outside the housing complex and was followed by claims of brutality. he wants his police off

ktvu's tara moriarty is in vallejo with the very latest and why intersection is so dangerous, tara. >> reporter: well, we spoke to a neighbor this morning who says he walks to work every morning while it's still dark out. he says it's downright dangerous. that proved to be true last when a man was truck on this street. this is broadway here. very busy street. he was hit once. it was the second driver who hit him who kept going. police blocked off the corner of stanford and minnie drives where the man's body was found under that second car. the driver was 89. didn't realize he had hit somebody. police say the first impact happened more than half a mile away, near logan and broadway. the man was hit. he rolled into the other lane. that's when he was hit by the elderly driver and dragged. a neighbor told us that broadway is notoriously treacherous. there is a school nearby and people speed. >> they need better lighting. you noticed it. you can see the housing area and across the street to get coffee, at the -- at the near gas station. what they need to do, look more into better lighting

live from san francisco, i'm tara moriarty. ktvu channel 2 news. >>> and new this morning, the chp is investigating a deadly crash on an east bay freeway. that happened around 12:30 this morning on the interstate 80 in richmond. investigators say a driver crashed into the center divide and got out of his car. he then tried to leave that crash scene by walking across the freeway and that's when another car hit and killed him. the chp says the driver stopped immediately and is cooperating with investigators. they do not believe alcohol was a factor in the crash. >>> happening now at the port of oakland, picket lines are up. these are live pictures. news chopper 2 flying over. the truck drivers are demanding financial relief from environmental regulations that they say forces them to upgrade their trucks. on wednesday at the port of oakland, a police officer was hurt right there during a similar demonstration. a car accidentally ran over his foot. you saw him limping there. the injury was not believed to be serious. now, the truck

. >>> the healthcare reform plan has yet another setback as cbs news' tara mergener explains. small businesses will not be able to sign up for insurance plans online this year. >> reporter: small businesses will have to wait a year before they can use the federal website to purchase health insurance plans for their employees. they were supposed to start signing up through healthcare.gov this month. the obama administration says the delay will allow its tech team time to make fixes so the businesses can navigate the site. >> it was important to prioritize the functionality that would enable consumers individually to shop and enroll online. >> reporter: in a statement, republican speaker of the house john boehner said the president bit off more than he could chew with this new healthcare law and small businesses are now forced to bear the consequences. the announcement comes as the administration rushes to meet its own deadline to build capacity on healthcare.gov by sunday. white house officials want the site to handle 50,000 users at once. but there is still a question about wh

tara moriarty is joining us. tara. >> reporter: they are pretty much nonexistent at this point. in a half hour home depot will be opening. home depot actually opened last night on thanksgiving. so a lot of different scene here. we are not seeing the chaos that is typical for black friday. most of the shoppers we talked to this morning say they ate turkey yesterday, rested, hung out with family and then hit the stores. a lot of businesses open last night and offered door busters. one shopper told us a lot of the good deals hit online already tuesday and wednesday. he took advantage of that. one guy we spoke to says shopping this year is a lot easier compared to last year. >> last year was crazy. i mean you got to wait in line for up to two or three hours. even in the later hours. when it was past 1:00 the stills were -- the lines were still long. >> and people were cranky. >> the stores are a mess now. >> reporter: so still some deals but most of the good door buster deals happened yesterday. many folks complained about those opening on thanksgiving since they believe the holiday

tara mergener has the story. >> reporter: congressman trey radel arrived at court to face a misdemeanor cocaine charge. he pleaded guilty to one count of drug possession. the judge quickly sentenced him to one year of minimally supervised probation and ordered him to contribute $250 to a victims compensation fund. radel's wife was not with him in court. in a statement, released tuesday, the 37-year-old republican apologized to his constituents and said he had a drinking problem. "i struggle with the disease of alcoholism, he said, and this led to an extremely irresponsible choice. as the father of a young son and husband to a loving wife." radel wrote, "i need to get help so i can be a better man for both of them." the dea says he bought cocaine from an undercover agent on october 29th, not far from the capital. agents learned radel had bought cocaine multiple times so they set up a sting operation. radel was elected in 2012. he represents constituents in a heavily republican southwest florida district. and sometimes calls himself, a hip-hop conservative. >> tupac is what i listen to in

cbs reporter tara mergener has more on the dueling plans. >> reporter: president obama is meeting with health insurance ceos today to discuss ways to make shopping for medical coverage easier. he is seeking support for his plan to extend millions of health insurance policies for only one year. under the president's new proposal, insurance companies will have about 30 days to contact consumers whose insurance policies have been canceled, give them new options and recalculate all their insurance premiums. >> notice that he is not changing the law. he is simply said he will ignore the law and he invites health insurers to do the same. this is a constitutional abomination! >> reporter: the president acted just one day before house republicans took up their plan to restore health insurance for people losing coverage. the bill also permits insurance companies to sell old policies to new customers a provision the president says he will not accept. >> the president has made clear that he is willing to work to address the aca's challenges yet republicans are working to destroy it once again. >>
