tara campbell, abc seven news. >> the care act begins today in california.a program meant to get more people with mental health disorders into treatment, even if the person doesn't want that assistance, san francisco will be one of the first seven counties in california to implement this new program. governor newsom signed the care act into law last year. the idea is to have the courts step in for people with untreated mental illness to try to get them stable housing and other services. thousands of people on the city's streets may qualify care. >> court allows for a wide range of petitioners, including first responders, family members, somebody who lives with an individual who's worried about them. >> it's voluntary in that the court cannot force you to take medications or put you into a locked facility, but you're still having to come to court. the court's still going to order a treatment plan for you. >> it's been controversial because judges have the last say in ordering a treatment plan. san francisco's public defender's office is preparing to represent
