>> tara mergener in washington. thank you, tara. >>> well, this morning one of the strongest storms ever recorded ever to hit land is set to hit philippines. super typhoon haiyan made landfall and set off landslides, cut off power and communications. at least four deaths have been reported. millions have been forced to evacuate. cbs news weather consultant david bernard has more. >> this is truly a historic typhoon, category 5rks perhaps one of the most powerful storms on record ever to make landfall anywhere in the globe and if we take a look at haiyan today, this is the peak of winds sustained at 195 miles per hour. now, as we go over the next several hours we can see the typhoon this morning is moving across the philippines. the eye isn't quite as defined as it was before, so obviously from a storm that's about as strong as it can possibly get, it will gradually begin to weaken. it's still a category 5 but will begin to weaken as it crosses the philippines today, and over the next 24 to 36 hours, it could still be

cbs reporter tara mergener has more on the dueling plans. >> reporter: president obama is meeting with health insurance ceos today to discuss ways to make shopping for medical coverage easier. he is seeking support for his plan to extend millions of health insurance policies for only one year. under the president's new proposal, insurance companies will have about 30 days to contact consumers whose insurance policies have been canceled, give them new options and recalculate all their insurance premiums. >> notice that he is not changing the law. he is simply said he will ignore the law and he invites health insurers to do the same. this is a constitutional abomination! >> reporter: the president acted just one day before house republicans took up their plan to restore health insurance for people losing coverage. the bill also permits insurance companies to sell old policies to new customers a provision the president says he will not accept. >> the president has made clear that he is willing to work to address the aca's challenges yet republicans are working to destroy it once again. >>

tara mergener has the story. >> reporter: congressman trey radel arrived at court to face a misdemeanor cocaine charge. he pleaded guilty to one count of drug possession. the judge quickly sentenced him to one year of minimally supervised probation and ordered him to contribute $250 to a victims compensation fund. radel's wife was not with him in court. in a statement, released tuesday, the 37-year-old republican apologized to his constituents and said he had a drinking problem. "i struggle with the disease of alcoholism, he said, and this led to an extremely irresponsible choice. as the father of a young son and husband to a loving wife." radel wrote, "i need to get help so i can be a better man for both of them." the dea says he bought cocaine from an undercover agent on october 29th, not far from the capital. agents learned radel had bought cocaine multiple times so they set up a sting operation. radel was elected in 2012. he represents constituents in a heavily republican southwest florida district. and sometimes calls himself, a hip-hop conservative. >> tupac is what i listen to in
