ktvu's tara moriarty was there and joins us once again with more of the details. tara. >> reporter: a very dramatic rescue. definitely a happy ending. just to think that kathy was actually less than a mile from our crews all morning long. we're really not far from the spot where she was last seen last night. the 62-year-old wind surfer was plucked from the water by the search and rescue crews they had been scouring the bay all night. she had vanished actually around 5:00 last night. her husband was concerned because he says his wife's health has been compromised. she's currently undergoing chemotherapy and the waters did seem to get very choppy right when she left. but the coast guard announced just 15 minutes ago that kathy was indeed alive. >> kathy has been located on the north span of the san mateo bridge. one of our helicopters just picked her up. she's in good condition. stable condition. she's doing well. >> reporter: this is welcome news to steve, her husband, he was up all night and actually forgot his own sail here right along the coastline in the confusi

ktvu's tara moriarty is there now. you've been out there for a while. how is the morning commute affected, tara? >> reporter: well, a lot of people are trying to avoid this area altogether. we understand they are taking monterey road instead as an alternate. we are on the overpass above 87. we were told to move because it was too dangerous. you can see the caltrans crews right there, they are waiting for engineers to arrive and you can see that large gap right there in the roadway. that -- it extends all the way to the other side underneath the median and where the gravel is over there, it's pretty big, about 30 feet across. now, the problem that has forced crews to shut down one lane of highway 87 southbound and the all ma avenue -- alma avenue off-ramp. caltrans discovered the problem tuesday, they came out, poured some gravel and then last night they compressed that gravel and found that it sunk about another foot below the road surface and that you can actually see where the concrete is exposed. so they shut down some lanes on the freeway at 9:00 la

ktvu tara moriarty now getting new information about what happened last night. good morning, tara. >> reporter: good morning. police are now reviewing surveillance video hoping it will provide clues to what happened. we are here at the civic center station. below us is where they shot and killed a man last night. around 9:45 an ambulance rushed the suspect to a hospital. the initial 911 call came in at 9:30. police say the suspect was on the civic center station platform appearing intoxicated. two bart officers arrived at 9:45 and within one minute three shots were fired. at least two bullets striking the suspect. now initial reports indicate the suspect may have thrown a bottle at officers. one officer did suffer cuts to his arm. >> there is evidence at the scene. broken glass on the platform area. two open knives. that will be further investigated. at this point in time we have two credible witnesses we interviewing right now. >> reporter: since the oscar grant shooting on january 1st, 2009 bart says it has doubled its training for officers. now all we know abo

ktvu's tara moriarty is there. you've been there for a while. so what's the latest, tara? >> reporter: well, the crews just brought in a backhoe to try to wedge this portion of sidewalk up. you can see the guy behind me here with the jackhammer trying to do the job as well. they believe the break is located underneath that portion of concrete. east bay mud has been here for several hours. they say once the pipe ruptured the water pressure create add good size hole next to the sidewalk where you see the ladder right there. crews tell us this is an eight inch cast iron pipe that broke. they will remove that section of damaged line and replace it so they can turn the water back on. about 100 people in this area are without water. it happened ability 10:30 last night. the water flooded a house nearby. and the homeowner had just moved here from seattle. he says now all of his moving boxes are water logged. >> i went to bed and could hear the creek running what i thought was a creek running. so i got up, looked out the window and looked like reflection of water in the backyard.

[ indiscernible ] >> reporter: he was shouted down last night at the bayview opera house where more than 300 people showed up to talk about saturday's fatal shooting of 19- year-old. he was supposed to answer questions about the incident that has sparked widespread community outrage and accusations harding wasn't even armed. an hour and a half into the meeting the angry crowd closed in on him and his command staff forced him to leave for his own safety. this meeting comes in the wake of protests on tuesday where more than 43 people were arrested. those demonstrators were upset over saturday's incident when two officers in the bayview tried to detain harding for not paying his fare on muni. when harding, a parolee and a person of interest in a seattle homicide began to run, officers actually began to chase him dow

that's where we find ktvu's tara moriarty with more on the water and land search that's now taking place. good morning, tara. >> reporter: good morning. we've just learned that crews are actually searching the land near the san francisco international airport. we'll explain the reason for that in just a minute. first we want to mention that the main focus of this search is taking place out on the water. we're here just north of the san mateo bridge. and this is where we believe kathy left last night around 5:00 to go wind surfing with her husband. she was only supposed to be gone for about half an hour. he says he lost sight of her and she still has not been found. now right now the coast guard has expanded its search to hunters point in san francisco, along the shoreline and in the marina as well. rescue crews have been scouring the bay for the 61-year-old wind surfer since her husband reported her missing about 7:00 last night. crews have night vision goggles and they are studying the drift patterns of the bay to try to find her. >> concentrating mainly in the main shipping channel of

tara moriarty joins us live from the scene where concern over what could have happened had firefighters evacuating nearby homes. tara. >> reporter: neighbors tell us 24 people had to be evacuated because of propane tanks that are stored in this lot where the u-haul trucks are stored. you can see the foam here on the ground where the firefighters were and the damaged truck seem to be over in that general direction. as far as the propane tanks the one that firefighters had the most concern was the big tall white one. flames broke out around midnight between trucks which are parked in a lot in the middle of a hotel. people in the hotel and a row of houses that border the lot tell us to get out. luckily fire crews were able to protect the tanks. eight u-haul trucks were damaged and it was a tough fire to get to. >> the access was a definite difficulty for us. we had to stretch multiple two and a half inch lines probably 250-400 feet back there which is pretty long ways back in there for us. >> reporter: now there was a slight pop that you could actually hear from the gas tank exploding on o

ktvu's tara moriarty joins us live now from san francisco with a look at this meeting and the chaos that kind of ensued. tara. >> reporter: well, we are right now at police headquarters and chief secure faces big challenges in the wake of saturday's shooting in the bayview. >> i love the bayview community. i've been at this opera house more times than i can count. >> reporter: now he was booed last night at the bayview opera house where more than 300 people showed up to talk about the fatal shooting of 19-year- old harding. he was supposed to answer questions about the incident which has sparked widespread community outrage and accusations that harding wasn't even armed. but an hour and a half into the meeting the angry crowd closed in on him and his command staff forced him to leave for his own safety. >> i don't care if you disrespect me but don't disrespect all the other people that came to talk. >> everyone is acting a fool. it's time to act right so you can hear us and get some help in this neighborhood. this is a crisis. live in san francisco, tara moriarty, ktvu channel 2 news. >> times now 8:02. the 4th of july is off to a violent start in the richmond area after a night of violence. kraig debro joining us now we the details on a joint investigation after three people were killed and three others hurt. >> reporter: good morning, dave. we just saw some richmond detectives head out back on to the street. right now the coincidence we have here is these shootings happened the time same and close to one another. the first shooting happened before 9:00 last night. a man was hanging out with friends when he was shot. that man survived. two others would not. the second shooting took place at the 3200 block of mcdonald, where shawn bailey was shot and killed. he and another man were hanging out in a car at that time. the second man recovering from his injuries at a hospital. while that shooting was being investigated they were in the middle of another homicide investigation. lake the one at mcdonald the victim was found in a victim. police found darrelle duncan inside a car. there is

ktvu's tara moriarty joins us now from bay point with the reason why these fires may be related to the 4th of july holiday. tara. >> reporter: well, no official word yet on what exactly sparked these fires but witnesses tell us there was a lot of illegal firework activity in this area last night. as you can see by the conditions it's pretty windy out here and this brush is pretty dry as you can tell. if you look across this street we're here off port chicago way near driftwood you can still see the glow of orange embers. a couple have been flickering and falling to the ground. remnants of the blaze crews were tackling early this morning. the fire began around 9:30 last night. crews from contra costa county fire and several other agencies battled the flames until well after midnight. firefighters were chasing quite a few wild fires here last night spread out over a mile in different directions. one fire even threatened some buildings off port chicago highway. >> we had a vegetation fire that extended into a garage and apartment building and effected several of those units. >> reporter:

tara moriarty bridge you can see for yourself. the traffic looks pretty good.orning if you are driving when you get over to the peninsula northbound 101 it looks good to the airport. it looks good out of san francisco and going the other way. >>> there is a lot going on. not only do we have a bigger fog bank. there is a screaming sea breeze gusts about 30-35 miles an hour. the higher elevations are running 5-7 degrees cooler. 1500 to 2,000 feet. i have been doing this a long time. when you see that, that tells me inland temps will come down. they will come down 3-5 degrees. the coast has been in the fog and the 60s all week long. santa cruz usually breaks through that fog. they have been 60s the last couple of days. low clouds and fog. there are higher clouds. tropical clouds wrapping around the high which are filtering in a little bit. it's more off toward the east. mainly the sierra and a possibility of thundershowers up there. be advise byes by that if you are driving in that direction. low to high clouds on the weekend. mainly low clouds. 60s to 80s. we wil

ktvu's tara moriarty's been out there all morning. she's back now. people waking up with no water, tara, what's the latest? >> reporter: about 100 people are without water and they haven't had any water for the past eight hours. that's because of a pipe that burst behind me here. they think it's located right underneath that section where the guy is jackhammering. it's located right under that portion of the sidewalk next to that big hole. east bay mud says that that hole was actually created when water burst through the ground. now crews tell us here that this is an eight inch cast iron pipe that ruptured and they will be removing that section of damaged line and replacing it so they can turn the water back on. the water flooded a nearby house last night and the homeowner had just moved here from seattle. all of his moving boxes are now water logged. >> fire department was helpful. we built a makeshift barrier in the back to try to keep the water from coming in the back door from the garage. >> reporter: workers to not have a time line on when the pi
