ktvu fox 2 tara moriarty is joining us live. you're at police headquarters now where other police force members are gathering and sharing their grief, tara. >> reporter: we covered a lot of stories. fronting them here from the department but never have i seen so many officers go in and out. a lot of them are going inside to change, get out of uniform. they are emotionally and physically drained from being out at the scene all night and as you can imagine what happened last night is a reminder of the risks that they take every time. that they put on that uniform. right now they are beginning to grieve the loss of fallen officer michael johnson. the 12th officer to be killed in the line of duty in the department's 166 year history. at the time he was a field training officer and happened to be in the same police academy class as jeffrey fontana who was killed during his rookie year. this morning we learned that johnson is married with no children and mayor sam liccardo called yesterday's darkest hour. >> we are grateful they are wi

tara moriarty is at the scene where police are waiting to enter that building. tara. >> reporter: yeah police are waiting on a warrant right now. we are told that it will probably happen within the next hour or so. they are going to go in and they are going to seize about 300 marijuana plants we're told on the top floor of that house there across the street. firefighters stumbled across the grow operation when they came to fight a fire here around midnight. we're in the bay view near third street. the wire started sparking over night. authorities say the tenants upstairs had been bypassing the meter. now the fire was on the small side and mainly put out by a neighbor who happened to be walking by. put it out with a garden hose. luckily no one was hurt and the tenants upstairs don't live there. but there is a family and the downstairs unit including a pregnant woman believed not to be connected to the operation. neighbors knocked on her door and made sure she got out. pg&e was on scene earlier and their crews will determine if the family is going to be able to sta

ktvu tara moriarty is at the scene. is a lot of damage to show us, tara. >> reporter: you know, that is true. it is difficult to breathe when you stand at the front door of the home. that is how overwhelming the smell of smoke is. you can see the char marks on the outside of the building. inside the gate, take a look. it is gutted. this is cell phone pictures taken by a neighbor showing the fire breaking out around midnight. when crews arrived here earlier this morning the bottom floor of the garage was engulfed by flames. they were able to get the fire under control within 20 minutes. one person was transported to the hospital. we are not sure of their injuries or what condition they are in. two other people had to call red cross for assistance. the lower unit is uninhabitable. the top floor most likely doesn't have electricity. the smell of smoke is unbearable. arson was called out to investigate but we are not yet sure what caused this fire. i am tara moriarty, back to you. >> tara, before you go, it looks like the st

live from santa rosa, tara moriarty, back to you. >> thank you, tara. >>> it is 6:03. authorities have identified the driver who was shot and killed tuesday night by san francisco police. there is a small memorial where it happened. officers say 24-year-old ellis brown was driving recklessly in the area of venice avenue and pine street. she say she drove the wrong way on a one-way street, suicideswiped parked cars and tried to run down officers before they shot and killed her. the woman's brother said his sister lived a troubled life including drug addiction and crime. >>> a 1-year-old and the baby's mother were hit in a crosswalk near the on-ramp to i-808 when they were hit. >> reporter: this woman was pushing her baby boy in a stroller when they were both hit last night. the chp confirm that is both mother and child were in that crosswalk that leads on to interstate 80 northbound off of westbound tennyson road. as you can imagine, this is an area where cars will tend to pick up speed as drivers get on to the freeway. this crash happened around 7:00 last night. a whit

tara moriarty is joining us from the home where it started. tara, the lawyers have harsh words for the police department. >> reporter: that is true. her client has been a victim twice. first by her kidnappers and police. quinn said he was in the process of putting together ransom money when huskins showed up. she endured hours of questioning. investigators portrayed her two days ago as a faker. notably after huskins' was supposed to fly in an fbi jet back to the bay area but failed to correspond for hours. >> when they thought that egg was going to end up on someone's face they threw it on her. there is no egg whatsoever. this is a legitimate crime. quinn said she was abducted early monday morning. quinn's attorneys said they delayed in reporting the crime. >> all we know is that our client has no responsibility for this kidnapping. and we also know that our client has gone above and beyond what any normal human being would do to try to save this one. >> reporter: quinn's attorneys say he later submitted to a blood test, under within hours of i

tara moriarty is joining us now from vallejo police and tara, what is in the e-mail? what are the kidnappers threatening to do? >> they are threatening harm. they sent the chronicle this e- mail with a vailed threat and tell police apologize specifically lieutenant kelly park by noon or we may be the direct agent of harm. police are not commenting on this latest expect development. we know the chronicle is saying it's received a series of e- mails from someone claiming to be one of denise huskins' abductors saying her ordeal was real and they wanted to clear her name. it was an orchestrated event and huskins and her boyfriend aaron quinn were involved. the e-mails include several details about the alleged kidnapping. the center claimed responsibility for an elaborate car theft. huskins showed up at her father's home in huntington beach the next day unharmed. now coming up find out why the center says the ransom was set at $8500. by many accounts a lot of people said that was a very low number so coming up in the next half hour, find out why this senator says that was

tara moriarty will have the very latest on this search coming up for you at 6:30. >>> san jose the bay area's largest city struggled for years because of a budget shortfall. services were slashed and the community suffered. but this year there is a surplus. ktvu fox 2 reporter janine de la vega is joining us from san jose to tell us what city leaders are going to decide today. janine. >> reporter: pam, the mayor is going to discuss the upcoming budget for the fiscal year and where money should be spent. there is actually an $8.6 million surplus. what ranks at the top public safety. mayor sam liccardo say it's critical to retain and hire more police officers. he wants to settle the legal battle that has been going on for years between the city and police union over pension reform. firefighters will also get a small boost under the proposed budget. the department is also under staffed and the mayor wants to set aside money for more personnel. another key element that is aimed at public safety is improving street safety by installing more pedestrian crossings and traffic calming projects.

tara moriarty is joining us from the cal campus with more on the search. tara. >> reporter: eloi vasquez plays soccer here. he was on spring break when all of this happened. we know his mother says a $50,000 reward is being offered by someone here at the university in order to help find her son. now vasquez was at a fraternity party close to the usc campus friday night. around 1:30 in the morning he told friends he wanted to take a walk but he never returned. he had no wallet, no money or id on him. just before 2:00 his friends say they called him and indicated he wanted to go to the beach which is a four hour walk away. and shortly later another phone call. >> his last call that we found out from verizon was to a girl in berkeley where he told her he's lost and scared and in his words screwed which means he's in trouble. we know that something is wrong. that he could be out there somewhere. just lost and scared. >> reporter: vasquez attended high school in marin county. many of his family and friends are in southern california right now helping in this sea

ktvu fox 2's tara moriarty, you are in vallejo right now.igging up more details from police about this case, tara. >> reporter: when we first talked to authorities, you know, they said that these kidnappings are extremely rare. they said often they are only involved in custody battles or drugs. this case didn't fit either of these profiles. to many this didn't come as a surprise. but what was shocking, however, was the fact that police believe 29-year-old denise huskins helped orky straight her own kidnapping. she turned up at her father's home in huntington beach yesterday morning. she agreed to fly back to the bay area to meet with the fbi and police. but authorities have not been able to make contact with her or her family since 11:00 yesterday morning. in fact, she's gotten a lawyer and police are blaming her and her boyfriend, aaron quinn, for conkorkting the kidnapping -- con-- concocting the kidnapping host. >> at some point, they made a ransom demand in the amount of $8500. we also know that the statement that mr. quinn provided was

ktvu fox 2's tara moriarty joins us with what happened. >>reporter: yeah, police are searching for one person and they have made no arrests. as you know, the shooting did snarl traffic for hours. it happened yesterday afternoon around 4:00 in the eastbound lanes of 580 near the 980 interchange and the broadway exit. two cars involved in the crash sat facing the wrong direction, the black one and then a light sedan smashed up and riddled with bullet holes. now, officers say that this driver suffered a non-life- threatening gunshot wound and was taken to the hospital. another driver was determined not to be involved in the shooting and was allowed to leave. another person ran from the scene and that is obviously who police are looking for. only one lane of traffic was open, so that clearly led to a huge backup just in time for that evening commute. live from oakland, i'm tara moriarty, back to you. >> thank you, tara. >>> time now 4:31. students at several u.c. schools, including berkeley will stage a mass walkout today to protest tuition hi

and that's where tara moriarty is right now. so tara, what are police saying happened?er: well, police are not saying much. we've been able to piece together this was a pretty gruesome accident. the victim it appears is -- is behind me. we don't want to show you the details here because, again, this was a traffic accident. the shoes from the victim were found about 75 feet away and there's actually family members or friends it appears who have arrived on scene and learned this devastating news. we believe this happened around 6:00 this morning. obviously, the car struck with a lot of force because there's quite a distance between those shoes and the victim's body. we're on kortola parkway. we're told this accident happened around 6:00. the car that struck the pedestrian was a silver dodge charger. it had a huge dent and a break in the front where it looks like it hit the person and then there was a huge dent on the top of the car. it appears the victim was flung over the top of the vehicle. we're not sure if the person was in the crosswalk when this deadly accident happ

that's where tara moriarty is right now and she joins us live.d morning, tara. >> reporter: yeah, this is a very nice neighborhood. it's a windy, private road with big homes and dated driveways but neighbors say what's been happening at this home behind me over the past couple of weeks is unexpect and scary. now, last night, the bomb squad came here for the second time in just weeks. authorities detaining 43-year- old lorine lee mason february 13th. authorities discovered a cache of explosive devices and crystal meth. mason went to jail on charges of possessing and igniting devices and child endangerment. her 5-year-old daughter lives with her. neighbors say the house is owned by mason's mother who has moved out of state. >> shouldn't have been an issue in the first place. i don't know what kind of person has explosive devices in their house. this is a nice neighborhood. it shouldn't be an issue. >> reporter: mason made bail day the same day she was arrested along with her boyfriend. now investigators want to know if new explosives were obtained

tara moriarty is joining us live. you're in vallejo to tell us what is in that e-mail and what the alleged kidnappers are threatening to do. good morning, tara. >> reporter: good morning. the group has e-mailed the san francisco chronicle with a vailed threat. police specifically lieutenant kenny park apologized by noon today or we will be the direct agent of harm. now so far police have not commented on this latest development. the chronicle reports that it has received a series of e- mails from someone claiming to be one of denise huskins' abductors. police had said that this was an orchestrated event and huskins and her boyfriend were involved. the e-mails included several details about the alleged kidnapping and referred to car thefts and home burglaries that his group had committed on mayor island. the next day before huskins showed up at her father's heal, the chronicle received another e-mail. a proof of life audio message from a woman claiming to be huskins saying she had been kidnapped but otherwise okay. his

tara moriarty is at the milpitas police station. reports officers from two different cities are involved in this investigation. tara. >> reporter: that is right because the first robbery happen third-degree san jose. happened in san jose. the second in milpitas. police believe the same person is responsible for all three. it all started around 8:30 last night. that is when the suspect targeted the jack in the box at landis and moral avenues. the robber had a gun and took off in a car. less than two miles away, 15 minutes later officers believe the same robbers struck a starbucks and a massage parlor. milpitas police confirm they were helping san jose officers search for the suspect last night. hopefully they are able to get some clues for surveillance. we have reached out to police and hopefully we will be able to get a description of that getaway car and bring it to you this morning. live from milpitas i'm tara moriarty back to you. >> thank you. >>> time is 6:05. patients and employees at seaton medical center they -- seton medical

live from oakland i'm tara moriarty. >>> our time is 5:33. there is a new report from the city of san jose it has shocking findings on just about how bad the roads are and how much it will cost to fix them. janine de la vega is is joining us live from san jose. how bad are those roads? >> reporter: dave, a report out by the city auditor showed that 60% of the roads here in san jose are so warn out that expensive repairs are needed. the latest data from the metropolitan commission shows san jose ranked 79 out of 109 bay area cities for road quality. the city audit shows pavement conditions continuing to decline and more and more are falling in the worse conditions. streets need to maintained to prevent potholes and cracking. but 39% received maintenance within the last decade. it would cost $504 million and the auditor is recommending that city officials develop a plan that includes a one-time funding source. that might include going to the voters to see how big a priority this is. a committee is going to meet later today to discuss the audit
