ktvu tara moriarty is outside the hospital now and there are big changes coming. good morning, tara. >> reporter: good morning. we have learned a sergeant and two senior deputies will billion transferred out of -- will be transferred out of san francisco general hospital in less than two weeks. six people will be transferred in and a dispatcher has already been transferred out. these changes come in wake of the lynn spalding case. the one being treated in september who's body was found in a stairwell 17 days after she went missing. she disappeared september 21st but it wasn't until nine days later that a search was done. sheriff ross mirkarimi admitted only half of the stairwells were searched. someone did call to report a body in the stairwell the morning of october 4th but it wasn't until four days late tear spalding's body was discovered. according to doctors spalding was close to being discharged. the deputies did not consider her at risk. one policy change we have learned the sheriff has already implemented any time a patient here at san francisco general goe

ktvu's tara moriarty has been on the story since 4:30.e update. >> reporter: b.a.r.t. trains are back up and running after being down for almost more than four hours. we've seen a lot of people scurrying here into the platforms to try to catch a train this morning. a lot of people will be late to work or school today. b.a.r.t. was able to fix its system wide computer glitch around 7:30 this morning. we got the first trains pulling in and out of here. many passengers didn't know what was going on after b.a.r.t. decided to shut down service. first b.a.r.t. said it would be back on track by 5:00 and then 6:00. then it wouldn't have service this morning at all. then we got word operations would resume. what happened, comur systems in central control -- computer systems were not communicating properly. and they are manually trying to route trains and that was extremely time consuming. 19 trains with 500 to 1,000 passengers on board experienced delays up to two hours long. a b.a.r.t. spokesperson said that particular computer problems that neve

live from castro valley, i'm tara moriarty, ktvu channel 2 news. >>> 7:33. new developments about the failed search for a missing patient at san francisco general hospital who was later found dead in a stairwell. 57-year-old lynn spaulding disappeared september 21st. 17 days later, her body was found in a hospital stairwell. san francisco sheriff ross mirkarimi released details of a preliminary investigation including faulty information that he says deputies were given by hospital staff the day spaulding disappeared. >> twice during that conversation the deputy was told that the missing woman was african-american and wearing a hospital gown. >> sheriff mirkarimi also said when a full search of the hospital was ordered, his deputies only searched half of the stairwells. now, san francisco general hospital released a statement about the immediate steps it will take. they include an independent review of security and the facilities recommendations are expected between 30 and 90 days. also, refresher training, now being provided to sheriff's deputies assigned to

ktvu's tara moriarty is there now. and you have information about the man who say he started the fire. >> reporter: the man firefighters rescued from the balcony is the same person police say they have in custody. he admitted to ktvu that he started the fire. flames broke out around 2:45 this morning in the apartment complex on the 3200 block of briggs avenue near lincoln park. 38 firefighters evacuated all four units located in the back of another home. one woman told us that she and her son jumped from the second story to escape. neighbors say the man was supposed to be evicted soon and police say they placed him on psychiatric hold over the weekend. >> i'm sorry that -- i don't even know what got into me. that's not part of me. >> do you know how it started? >> it started. >> reporter: another woman said she was not home because she checked into a hotel after the man you just saw flooded her apartment on purpose last week. >> i'm angry. i'm blessed everybody is okay. i'm sad because my life -- you know, it -- it wil

ktvu channel 2 reporter tara moriarty is joining us now. tara. >> reporter: we are learning more details here. we understand that the people that were evacuated were not from the building that was completely destroyed but rather the building next door. they lived in some flats that were above a chinese restaurant. you can see there is some crime scene tape up. i'm not sure if you can make that out. the building next door to the chinese restaurant this was an internet archiving organization and that was gutted. now we know that this crime scene tape is up. we are not sure why. it might be an effort to keep the scene clear. from what we understand there are 60 firefighters that battled these flames here. the flames leapt three stories high when they arrived. we know that the buildings are attached. so flames do spread quickly. i'm told by a source in the fire department that it is possible that this fire started in the restaurant and then spread to the building next door where the archives are located. 11 people total have been displaced temp

ktvu tara moriarty has been out there since 4:30 this morning. you have new information?t we spoke to the chp and they say that alcohol was not the a factor in this crash. they say the driver overcorrected and went over the cliff. you can see how steep it is. he went around that corner right there and that is where the accident happened. crews will retrieve that car in an hour. they are going to be running one-way traffic here on 35. the good news is that everyone out of the car and no life-threatening injuries. the dramatic helicopter rescue took about two hours. three people were trapped in the car and couldn't get out because they can broken feet and ankles. only one victim was able to walk up the cliff, so his or her injuries were not serious. the chp says the black sedan veered off the edge of the road and ended up 600 feet down about 12:30 this morning. that's when it happened. because of the steep terrain and condition of the victims the firefighters called for the coast guard helicopter to aid in the rescue. they showed up at 2:30 this morning. we are along skylin
