you see the officers there using the taser to bring him to the ground.led his legs and then what we saw on another video angle was shocking to many. a repeated set of tasings, even after his legs were shackled on the ground as he rolled around, pleading for help. he told the officers he had done cocaine, rather than bring him into the er, into the hospital, they then took him back inside the car, where they swore at him, directed him to move around, continued to tase him, removed him and went back to jail, not the er, where he then died. so the question always was, why didn't they give him the medical care he was supposed to receive? and were there any crimes? the answer, according to the prosecutor here today is, no crimes were committed. they reviewed this and potentially considered manslaughter. they said they considered murder and they considered lower forms of assault, but decided all of this was not illegal. they did, however, criticize the police conduct. i can show you highlights from the report, calling the type of tasing we just showed you, unr
