i'm alice kowahatsu, outgoing president for japantown task force. i've been serving for three years and in those three years, we've talked about various ways that we could come to an agreement about landmarking this very important area in our community. so the japantown task force works with various committees and the land use is one of them, working with the ad hoc committee. in the last board meeting that we went to or that i chaired, we had a very in-depth conversation about which way to go on this, whether we should landmark both or have just a peace and pagoda landmarked and then later on after the renovation of peace plaza go ahead and have it landmarked. so i was the one that signed the letter that all of you got a copy of to just landmark the pagoda as it is right now, because there's a lot of work that needs to be done on the plaza and our priority is to make that waterproofing and correct all the imperfections so it becomes safe for everybody. in the long run, there may be additional things that we want to do to make it more culturally --

violent gang task force specifically to address transnational gangs. the mission of these task forces is to fully integrate our state and local partners to address threats posed by violent criminal gangs in communities across our great country. this involves working with state and local task force officers commonly referred to as tfos who have direct knowledge of the criminal activities occurring within their specific jurisdictions. the collaboration of fbi special agents and local law enforcement creates a comprehensive approach, utilizing both state and federal statutes to address these violent gangs from top to bottom. the fbi currently operates and provides oversight to 169 of these particular task forces compromised of nearly 800 special agents, 1,400 tfos and 58 other federal law enforcement partners in all of the fbi's 56 field offices. collectively, these task forces average approximately 5100 arrests of violent criminal gang members annually and have averaged over 2,000 seizures of firearms in each of the past two years. our ultimate goal and

i'm on the coalition for homelessness, and i was also on the fines and fees task force. i think the changes proposed would be highly useful. every day, i work a thing called citation defense, and every day people come in with citations, and we have an ongoing program with the district attorney that we can help people with their rider's citations, but we're always telling people with the mta citations about the only thing they can do is pay the $78 to enroll in community service, so this will greatly help by lowering it to 25 or $5 for low income people, and we -- we have been working with the mta, miss hammond and some of the treasurer's office staff, and it's been highly useful meetings. we continue to meet, and we hope that going forward, we can continue to make these changes and they'll affect the low income people in san francisco and so that they can pay a portion of what's owed and hopefully moved forward and be responsible citizens. >> thank you. thank you mr. nelson, and thank you so much for the important work that you do for the city. anymore public comment? no

years ago, sunshine task force, after hearing, refer my case to your commission. unfortunately i don't even have a chance to present my case before you. the case was dismissed because the case was [inaudible] support the finding or the order. and then the recent case i'm talking about this year, august i make this sunshine disclosure request, ignore. and then i remind them, hey, you did not respond to my immediate disclosure request, ignore. and then i filed the sunshine complaint, sunshine sent them an e-mail, tell them that you are required within five business days to sub miss your written responses. ok? this is long page. and they ignore also. before the hearing, sunshine hearing, the representative willfully [inaudible] and says once we provide her previous sunshine request for this document on different day, we don't have to provide her anymore. and after three hearings now for my august, sunshine immediate disclosure, the last hearing was december 6. ok? and then september, of course, december. and then they finally ordered against the department -- plannin

this is a map that shows the playgrounds, the task force prioritized for renovation. tier one by orange dot and tier two are marked by a yellow dot. and again, 15.5 million was about enough to renovate the tier one playgrounds, but the partners were committed to renovating all 13, and thus the partnership and the grant from the parks alliance. and this is the preliminary budget for the initiative. the expenses are the same in both columns. the only difference really is the size of the grant from the parks alliance. right now we are aiming towards 11 million, but we, depending on how costs come, the grant may be a little bigger because both parties are committed to getting all 13 playgrounds renovated. in tier one, costs from 1.7 million to just over 3 million. we are aiming to provide somewhat similar playgrounds in every neighborhood and the biggest reason for the cost variation is really size and site conditions. is pathway work necessary, grading necessary, do we have to touch a bathroom and do a.d.a. so, that's where the budget comes from. we are doing cost estima

tenants as part of my task force. thank you very much. >> thank you very much. next speaker, please. >> good afternoon. my name is claire. the mayor's co-sponsoring this bill and i'm here to share our support of this ordinance. and the support of all gender restrooms and s.r.o.s and hotels. as shared earlier, u.s. data has found that 59% of transgender respondents avoid bathrooms because they're afraid of harassment. every year, 14% of transgender people are harassed or assaulted when going to the restroom. all gender facilities address these concerns by being accessible to all people, regardless of gender or accessibility. in san francisco, we have begun implementing all t all-gender restrooms throughout the city, both for lease buildings, city-owned buildings, and public sector and public accommodations. and we know that this continues to be important for low-income housing as well. in conclusion, this is really a crucial for the community as well. as well as disabled residents who need easy access to the facilities. and we really want to share that in 2017, t
