. >> all the proposed regulations they have in effect, or the organizations for the tea party patriots it is the same kind of behavior the irs has used to target organizations like mine around the country. we know that 100% of conservative organizations were indeed targeted in the last three and a half years. and what they were doing to us is now going to become -- it will become fixed into the regulations if they actually go forward with this. and it will make us account for volunteer activity. what volunteers say and also how much their time is worth as volunteers. it will also make us go through and -- before an election, you know, before an election we wouldn't be able to have information on our website about how members of congress voted. >> so they're cracking down, they want to make sure there is no political activity because that is the bench mark that they use for giving out this tax exempt status. but they struck a deal. if it took it to 49%, you could get a resolution quicker. >> they did, they called it an expedited process. so they told us if we took a special deal and agr

the accumulation of not just some but every single application fit includes tea party or patriot, that flies in the face of managers doing their job to oversea somebody at the irs. you've got to hold people accountable knowing that they're human, that there will be people doing wrong in government. there have to be checks and balances. and if it's the irs, you'd better believe the american people perfect the aclu to the nra across the spectrum want to make sure that politics stay out of the irs. >> we have received a draft copy of a report that's been written by the house republicans on your committee. i want to put up part of that. in the executive summary you, the house republicans say she was keenly aware of acute political pressure to crack down on conservative leading organizations. congressman, pressure from whom? >> that's one of our questions. she says things like they put pressure. so e-mails indicate that there was pressure. we don't know whether it was tht the house, the senate, and the supreme court over citizens united or whether it was -- >> during the state of the union

groups' applications for tax-exempt status for extra review if they included such words as "tea party," "patriots," "912" in their names. or if they criticized how this country is being run. or if their purpose were to address government spending, government debt, taxes, or simply to make america a better place. incredible, mr. president. these inappropriate criteria stayed in place for more than 18 months and resulted in substantial delays in processing the applications of many different groups. in some cases, the applications remained outstanding for more than two years. the i.r.s. also sought to compel some of the targeted groups to divulge their membership lists. i.r.s. officials have subsequently admitted that there was absolutely no reason for agency personnel to have sought that kind of information. such behavior, unfortunately, is not a one-time aberration. a may 2013 "time" magazine article notes that the i.r.s. has been involved in scandals going back at least as far as the kennedy administration, which used the service to investigate so-called right-wing groups. president nixon employe

was clear differential treatment of conservative groups, particularly if their name included patriot or tea party. and for some reason the administration has gone from supportive of this kind of bad behavior when they said it was only in cincinnati, to opposing and saying there isn't a smidgen of evidence. >> there's concern among the republican leadership that the object of this will effect -- >> i have no idea what's in the minds of republicans other than the ones on this committee. the ones on this committee have sat through hearings, reviewed information and are prepared to continue the investigation like we do all our investigations. any other questions? as you could see from our questioning today, we have continued to gather facts around ms. lerner's absence of testimony. it would have allowed us to bring this investigation to a probably pretty quick close if she'd been willing to answer those questions. without it, we will undoubtedly have a few more questions to try to find out things that she could have answered quickly today. >> are you still confident you'll get to the bottom of this?
