(music) reporter: this is teaneck,our hometown. these pictures have been shownthroughout the world to demonstrate,to people everywhere, a fine example of americandemocracy in action, (music) gervonn: my grandfather ownedhis own business, in jersey city, and i previouslyhave been in new york, butwanted something more suburban,and teaneck, even in the late50s was a safe place where blackfamilies could buy homes. walter fields: the factthat this became a place where black middle class couldcome and live, that was a big deal because we sawa version of blackness that we didn't necessarilyknow existed at the time. reporter: teaneck gainednational prominence in the 60s as the first town to integrateits schools voluntarily. jackie kates: it made thenews because the only other integrated schools wereintegrated by court order. barbara toffler: othercommunities used us as a model. when kamala, harris talked about the integration in berkeley. berkeley was modeled on teaneck. by the 1970s, teaneckdecided to market itself as a racial utopia. w5:

(upbeat music) (protestors chanting) r: it all began on a noteof prayer and mourning for 15 year old phillippannell, shot to death by policeon tuesday night. natacha: it was apeaceful vigil. everybody just wanted tocome together and find out, like, why did this happen? then the evening came. the crowd was getting angry.the police were pushing back. and then that's whenthe riot broke out. william:

i moved to teaneck because it was a quiet town. i loved teaneck. my son loved teaneck.daughter. that is what we bought a house in teaneck, new jersey. when this happened to us, i never thought it was racist in teaneck until this happened to my son. i know there were a lot of people there saying we were destitute, they called us all kinds of names. but i do want to say this to spath, he kept saying "never a doubt" it was a good shooting. he lied and said my son was reaching for a gun. it is going to be proven to the world how he got on the witness stand and perjured himself and so did blanco, that his hands were clearly in the air when he shot him with a six foot fence around him. once this evidence comes out, i don't care how many years it takes, for a or anyone to lie under oath on the witness stand, they should be prosecuted. they should be punished for what they did, putting that for all of this pain for 32 years of my life. i knew he did not try to shoo back but to prove it, to see with my own eyes, that is believable to me. i hope the world sees it, sees with this

that is except for the town of teaneck in berman county.d hispanic communities and neighboring towns. during the civil rights movement, it set itself apart from the rest of bergen county, by welcoming the black community with open arms. all of that changed, though, in 1990, when 16 year old philip pannell was fatally shot by a white police officer named gary's pack. in the second autopsy, proof that philippe pannell's hands were raised when he was shot. gary's pack was acquitted on charges of reckless manslaughter. filip pannell's death sparked a conversation on police brutality, and shattered the facade of racial unity indiana. marches and demonstrations broke up in the streets, and continue for years, and now, 30 years later, the documentary is reexamining philippe pannell's death, and its impact on the town of teaneck. the four part series, model america, from nbc, it will premiere tomorrow night right here on msnbc. >> it's a tuesday night. it was raining. it was getting dark. i had an electron system, which is a little pager system fro

you know, teaneck police just shot somebody. they shot a young kid.a white cop shot a black kid? i can't believe it. that is not supposed to happen. >> it is striking how contemporary so much of this story feels, even though it is 32 years ago, both in the details of what happened, in the aftermath that it happened, some of the conversations that happened, how do you see the kind of line between then and now? >> that is the thing that drew me to the story, and why we wanted to make it. it is because it was 30 years ago. things like this continue to happen. they have happened since. they probably happened before. it is a tragedy, it is a true tragedy. and i think in the summer of 2020, it reminded us of that. so really, this project is really a call for a conversation. a dialogue, really. unless we have these dialogues, things like this will continue to bubble up, and talk us, and surprise us. >> there is obviously, there are a lot of black lives matter protests in the summer of 2020 in the town of teaneck, there is footage of that. was there any -- wh

again, teaneck has done incredible positive progressive work.mmunity. they were one of the first american towns to integrate their schools voluntarily. so they built this reputation and have this incredible diverse population. there is much to celebrate, there but i think that while they were celebrating what they did right, they did not take into account some of the things that might still be insidious underneath the surface. and while they did have a very progressive, you know, diverse population, they had an all-white police force. and while they head integrated schools, they've not had integrated neighborhoods, housing. so there were issues that were lying beneath the surface that we now know now, a vocabulary exists now for what we know is constitutional racism, systemic racism. we could talk about that now. that language, the vocabulary did not exist at the time. and, so i think that is part of what they reckoned with and had to sort of come to terms with and we're worried about altogether in the aftermath of the shooting. so i think one t

how does it still affect teaneck?as the beginning of the modern day black lives matter movement. and so finally 30 some odd years later we're beginning to see protests actually take effect and people sort of get up and try to do something to make a change in this world and stop these senseless killings from happening. but it's important to always be aware of -- that this is something that can happen so easily regardless of what -- what you may think is going on in your community or how you may think you're treating the other people in your community. >> michelle, such an emotional story. how did the delicate nature of this situation inform your work and your documentary? >> interesting question. it was difficult in a lot of senses. firstly because the family was so gracious, the pannell family was so gracious to provide interviews and spend a lot of time telling their story. but it's very -- it's a painful thing for them still. 30 years later, but they really haven't been able to heal and largely because they didn't f
