certainly see it in lincoln it was five pillars -- basically, educate our people up to and beyond the techlogy, whether the cotton gin or the super computer. integration. attract the world's most talented people. infrastructure, have the greatest infrastructure, and have rules for risk-taking and preventing recklessne. and last, government-funded research. put those together, stir, bake for 200 years and you get the united states of america. now, if you take all five of those, david, and you look at t last decad which we call the terrible twos, possibly one of the worst, if not the worst decade in american history, education, boop,irastructure, boop, immigration, boop, rules for capital investigating -- how'd you likthat subprime isis? >> research and development. >> research d development. all five of our pillars of success have been weakening. that's theunderlying thing here. and that's wt we've got to be looking at. that's what the president's got to be out there defending. >> in the speech about the pillars, one of the best speeches he made a year and a half ago was about the need to resto

once in a century economic transformation, the birth of a new economy, globalization, information techlogy, that stuff clint was masterful at. obama, though he has tried, sporadically, as andy points out not consistently, not compellingly but sporadically throughout his administration. i still think the problem has been... i said ts on the show before, i sound like a broken record but people have not come out thinking that they understand where barack obama is on things. this speech, at least, today, had the virtue ofhat clarity and you had this crazy situation in the last two and a half years where people on the left looked at obama and said he's this compromising centrist and people on the right looked at obama and said he's a socialist, a lefty. and that's a bad place to be politically when you near indistinct. >> rose: if you had... i want to open this up to everybody so rather than me addressing the question t anybody in particular. if you had to define where he is politically... i mean in terms of some philoshical definition where would it be? >> well, i think he is a pragmatic progr

you save yourselves what do we do to bring the maximum bass communication capability with existing techlogy t as many people, communities and the state as we can. it arctics this. i think it would be the infrastructure technology we have 290 or 95% of americans. i think we ought to move as quickly as possible. >> congressman hamilton and governor ridge, this final question. there has been some talk among colleagues, among people out in the field that, do you think at this point there should he at least a discussion as to combining the department of homeland security and the department with another department? would there be any efficiency and matt? for example, defense? >> creating a new department of government is arduous work. and once you have created it to work is just beginning in a sense. i was around here when we created the department of energy back in 1976 and sometimes i wonder whether we have got an integrated department there even today. dhs has had very good leadership. tom ridge is a good example of that. >> that was not my intent at all. let me make that clear. >> look, what

we live in a global competitive techlogical world. it requis a kind of coming together and doing what is right for the country. i think that if they don't, the voters will hd them responsible. they say the voters will irresponsible, but there are an awful lot of unemployed and an awful lot of people that worry about becoming unemployed. maybe this really does have the legs and the power for the polling booth. there is enough blame in washington to go around. this is something where everybody can stand up and do sothing for america. yes, there'll be a couple of people that demagogue against them. but if you stand up and say that i created jobs in my city, by state, my district, maybe this will be the time that they do something. thank you for having me on.
