city cio and the five year plan? are you satisfied that these changes are moving technology sufficiently forward within city government? if you are then things will stay the same around here. the office of the mayor accuses the civil grand jury of not knowing much about technology in the city. yes, we start friday scratch but we spent a year learning directly from the leaders within city government within technology units throughout the city. we had some help since two of our five member investigation team are seasoned technology professionals. we interviewed more than 40 employees and elected officials, quite a few several times. we believed there was a good deal of candor in those interviews. not as much in the responses we're sorry to say. we did a great deal and discuss what we found with people in city government. we prepared findings and conclusions in the form of recommendations. every finding in our report was verified with additional interviews with the people providing that information. our report is factual, not fission. we believe. >> >> that city technology protects the status quo and at thes expense of c

although address although these bodies address technology on a city wide basis technology is not treated as a distinct organizational entity and i agree. i think it should be treated as a city wide and departmental function and hr function, or the controller's function. some functions need to be centralized and others will always within within their departments. and by the way i just want to deas for members of the public and city staff it's not my perspective that we should centralize all things. clearly the department of public health needs those records and the airport needs those those things and we all have emails and there is a blend in the different activities and they should be handled a bit differently is something that we need to do. finding number 15. there is no comprehensive annual report on the state of technology within city government presented to the mayor and the board of supervisors. agree. there is no annual reporting. we supposed to have biannual reporting and just as we have annual revisions to the ten year capital plan i think ict plan would benefit from annual rev

help move forward legislation to really bring together city departments to work in a coordinated way with our committee on information technology. to help create a chief information officer position for the city. i was also proud to work with then mayor newsome in passing the first generation of open data legislation that we have. but as our civil grand jury in june pointed out, our i-t in san francisco is still in need of a culture shock. and this is where all of us come in today. we have 200 data sets that have already been put out there, but by and large the data sets put out by city government are data sets that i think show us in a very positive way. from my perspective, it's important for us to keep on pushing data sets that allow us to deal with the sometimes imperfections in city government. to figure it out, where it is we need to take risks, we are we can be more entrepreneurial, where we can be more transparent and frank little more accountable to all of you as the residents and as our customers here in city government. and this is why i am proud tomorrow to help move forward legislation that my staff has been workin

technology. it reduces time to hire. it raises proakt of attracting top talent. it means hiring mistakes can be corrected easily. it's done elsewhere in the city. lawyers and our attorney departments do have at will status for the same reasons as we find with technology. isn't it worth the effort to match talent with what is needed? culture is a mighty force. it provides comfort in it's traditions. it's a safe haven u because it's tried and accepted. it's reinforced because it's troublesome to change but culture all blinds to the other ways of doing things evening if the other ways hint of doing better. it stifles and shuts down i thinking. it doesn't anticipate the unintended consequences of changing times. this grand jury is not the only voice that called more direct relationship between the city cio and budget leaders or a budget plan or urged reform to technology practices so they match the dynamic technology world, or any of the other recommendations in our report, but the way things are done around here is so embedded in san francisco government culture that the potential benefits to the san francisco community that have been raised, not

fact that the tech no profits and the cyber sears 20 years ago predicted all this new technology would make cities obsolete. and yet google, which of all the companies in the world should have access to the best long distance working technology, what do they do? they build the google plex so their workers can be right next to one another. silicon valley, right? practically the most famous geographic cluster in the world is also the industry which is the most technologically savvy. why is it that all this new technology far from making face to face contact in the cities that make it obsolete seems to be hypercharging our cities? this relatively rosy view is very unlike the new york of my youth. i was born in manhattan in 1967. i say that warily in the boston public library. [laughter] but i was. and these are two iconic images from my, from my youth. we could have similar images of new york -- of boston in the 1970s as well. the bottom image is gerald ford denying new york's request for a fiscal bailout. ford didn't literally tell new york to drop dead, but lots of people think he meant it and, ind

philadelphia developed technologies to pump water from the river into the city. these technologies established engineering concepts that are still the basis for our water systems today. europeans flocked here. it was a destination point to see the new world technology. when charles dickens visited us in 1840, he was truly blown away by high water pressure on the fourth floor of the hotel he was staying in. nowhere in europe had he experienced that. this technology was doing something to support the life and the growth of the city. philadelphia, throughout the 19th century, was the major industrial city of the united states. all of these industries used water from this system. and it served as a prototype for many american cities, including pittsburgh and new york. man: new york city went to philadelphia and said, "you know, we're thinking of developing a hudson river water supply -- what do you suggest we do?" and they said, "we've had "a lot of problems on the schuylkill. board president david chiu and so many others from our committee on information technology, spur, our different various city departments, really trying to improve on what we've done already. back in 2009 then mayor gavin newsome to the light of all of us had introduced that we ought to really establish some guidelines to open up our city's data. and in the year later, the board, less legislation, the first open data legislation in san francisco that made us cutting edge throughout the country, the first to come out and say to everybody in the public, to people who wanted to create businesses, wanted to look at the city with kind of an open invitation to involve themselves with what the city had. and part of that really neat understanding was that we were holding onto so much of our own data in our own silos with our own very focused obligations that we had, and not realizing that if we had released that data to the public, we could really allow them to help us create even more efficient government, along with some very good entrepreneurial efforts that are reflected in today's announcements and some of our
