live tonight in washington, i'm ted greenberg, nbc 10 news. >> all right ted. and fema has been forced to reopen nearly 142,000 flood insurance claims filed by sandy victims in those cases, victims accused companies of altering their damage assessments or paying out less than promised. fema's also dealing with more than 2,000 lawsuits filed by homeowners. >>> a man accused in the abduction, torture and dumping of a worker from jeweler's row appeared before a federal judge today. he's facing federal kidnapping and robbery charges. investigators say he was at the national watch store and even spoke with the victim and took her business card the day before the abduction. he was arrested april 10th at a south carolina motel. u.s. marshals brought him back to philadelphia. he and two others allegedly grabbed the victim from a center city parking garage and threw her into this van on april 4th. police say kidnappers tortured the woman and shocked her with a taser before dumping her at a delaware county cemetery. police are still looking for two other suspects. >>> ne

jersey shore bureau reporter ted greenberg tried to get answers today in atlantic city. >> they say itrom with a sound and odor. people who live at this atlantic city econolodge say cell phone video shows raw sewage being pumped from a pit behind the motel into a back bay marsh. they say it's been happening every other day for nearly two months. >> i think it's disgusting. people come down in that bay, you're contaminating too many people. >> she says the smell got so bad yesterday, she called the police. an officer showed up at the motel on albany avenue within minutes. >> tenants here claiming somebody's dumping waste into the sewage area and it's making them all sick. >> authorities say pumping anything into the bay is illegal. a motel employee told us we needed to talk with the manager who wasn't there. an environmental health inspector came to the econolodge today after i called the city's health department. nothing was being pumped at that time. but he said he's launching an investigation and would notify the state department of environmental protection. the inspector said manage
