ted rowlands is getting reaction to governor walker's win tonight. ted, what are you hearing? >> reporter: john, a little different story here than what you're seeing in milwaukee. people here are very upset as you could imagine here. a lot of people have poured their lives into this recall effort over the past 16 months. some people are a little angry. but we have seen some people crying as well. we interviewed one gentleman who said that he's been working for the entire 16 months and he broke down and cried. right now, you can see it's a bit of a festive atmosphere. but also a bit of anger here and people saying they're angry because they feel like this election was bought. bought by out of state money. that came in here. i don't know if you can hear me, but you can hear a lot of people still milling around the capital here. they all know their efforts came up short and that scott walker is still the governor of wisconsin. >> ted, i'm smiling here. i don't mean to smile at your being uncomfortable. that is democracy in action. we would like even as they protest to get a chan

. >> ted rowlands is in madison, wisconsin. good morning, ted. >> good morning, carol.ou see that video of the woman slapping barrett. that is just a great example of the emotion last night for the winners it was a great party because those folks supporting walker put in a lot of work over the last year plus to try to make sure he kept his job. on the other side, people also dedicated their lives out trying to knock on doors and making calls for the last few weeks trying to get the vote out and they were bitterly disappointed. you saw the woman slapping barrett in the face because she believed that he was conceding too early. we got a lot of that outside of the state capital here where people were upset that the election was called. they thought it would be close and they expected a long night and the bitter fact that walker won and won by seven points, a considerable margin, was tough to take. listen to one individual we taked take talked to outside of the state capitol last night. >> this is the end of democracy. we just got outspent 34 million to $4 million. this was

ted rowlands joins us now from the capital in madison, wisconsin.at kind of uproar in the state capitol building. what's going on now? it seems quiet. >> reporter: yeah, very quiet. there was a gathering here about an hour ago, a few dozen people. but it may be quiet in specific spots here. but i tell you, ashleigh, everybody in this state has had 16 months of ads. and they're divided. people are either for walker or against him. they're expecting record turnout tomorrow at the polls. >> i think walker leads barrett by 52% to 45% in the latest poll. i guess the conventional wisdom would be, why not bring in the big guns? this is the badger state, it's a swing state. why hasn't president obama shown up, or will he? >> reporter: well, we don't expect him to. that's a good question. bill clinton was here over the weekend. but if you're the president, do you really want to enter into this? this is an issue that's going on in a specific state and you bring up the poll numbers, does he want to come here and then eventually have his candidate, tom barrett,

ted rowlands reporting live from wisconsin this morning. >>> millions of americans revelled in one of. now a mean season is coming to collect. right now wildfires burn in western states. and the worst sixth fire is in southwestern new mexico. a quarter acres burned, that about 180 square miles. it is the biggest of the state's history. and it is even getting bigger. there are key concerns about a new fire tool used to combat fires in western a utah. an air tanker loaded with water made the second run of the day. both pilots were killed and the cause of the crash is still under investigation. also yesterday an air tanker had to make an emergency landing in nevada when its landing gear failed it lower. in this case, the crew was not hurt. both incidents underscore recent concerns that the planes themselves are in dangerous need of replace many. >> we don't know the cause of the crashes, but when you know that planes, most of them, are over 50 years old, you would think that at some point we need to replace these things. every firefighter will tell you, the war is won on the grounds, by

ted rowlands, cnn, chicago. >>> what the young people face on the streets of chicago, every day, it is simply heartbreaking. people are afraid to leave their homes. to enjoy the summer. what is the city actually doing to handle this violence, to get a handle on any of this stuff? joining us, pat camden, spokesman for the fraternal order of police. we also have felicia davis, deputy chief of staff for the mayor, rahm emanuel. i want to start off with pat camden, first, who joins us from chicago by phone. pat, police union leaders have criticized the mayor, saying he's got to be hiring more officers, not fewer. you've been quoted in "the new york times" saying it's penny-wise and dollar foolish. what do police need to do? what kind of help do they need to get a handle on this if anything can be done? >> suzanne, it's not only the manpower issue. it becomes a question of community involvement and, you know, you heard the young man saying, yeah, i'm a gang banger and i don't expect to live beyond this. we have to change that attitude. the city's working toward it. they're trying to put you

tennessee's ted rowlands watching the voting from madison. remind us how this unscheduled election in a small state because such a national bellwether? >> reporter: well, because of the implications nationally and basically just follow the money, $60 million poured into this state, the bulk of that coming from out of state. it's either coming from folks trying to destabilize unions or folks that are trying to be pro-unions. and that's basically the crux of this. walker came in, it was a year ago february, with this budget reform bill that slashed union rights for public employee unions and this is the end result. you mentioned the poll numbers. walker up by 7% in a fairly recent poll. it has gone down a little bit in terms of the latest polling. but he does have a lead coming into today. tom barrett, milwaukee mayor s going up against him. talked about how he thinks he might be able to overcome that differential today at the voting booth. >> we have just seen over the past week, it's the largest ground game we've ever seen in the state of wis

our own ted rowlands is basically looking at the importance of this showdown. >> reporter: scott walker until 2014, but the now second-year governor of wisconsin made so many people mad in his first few months in office, he's facing a recall. were you surprised at the fact that the recall did go through and what could you have done to prevent it? >> well, eventually i wasn't. if you would have asked me a year and a half ago i tote yachtly would have been surprised because i just tried to fix thing. what would i have done differently? simple. i would have spent more time last january and early february making the case for our reform. >> reporter: those reforms slashed the power of public employee unions which set off a firestorm. >> kill the bill! >> reporter: thousands of protesters were angry that walker had launched what they saw as a surprise attack against labor unions. walker's new law, which he signed last year, also makes employee contributions to the unions optional. walker's opponent in the recall, milwaukee mayor tom barrett, says walker's grand plan from the start was to atta
