one of the few times we found ourselves on the same side came when the late senator ted stevens asked us for help when his character was called into question. now politically speaking participating in senator stevens trial held no benefit for senator inouye. it would have been easy for senator inouye to deny his friends question and few would have blamed him for it. but that's not how he operated. rather than letting a friend fend for himself he showed great loyalty in his willing tons testify to his friend's good character, to put his own reputation on the line in service of a friend. and i had a similar privilege. once against, mr. president. both senator inouye and i were mist fide by what happened in that trial. and we were justified in our mystification when finally they had to admit that it was a trial that should have never been brought. all i can say is i remember him testifying, i testified after he did. colin powell also testified as to ted stevens character which and we both felt, all three of us felt like this was a beshempment of an honest man. i am proud to have been sen

a few years ago, senator inouye and senator ted stevens invited a number of us to go with them to china. it was quite an experience. senator stevens, of course another world war ii veteran, had flown the first cargo plane into what was then the king in 1944 and of course senator inouye was well regarded in china for that service. so the group of senators, there must have been a dozen of us from both parties, got more time with mr. hu and mr. wu the one and two leaders of china than almost the present of the united states would have. we recorded almost every -- because of the presence of senator inouye and senator stevens. they were like brothers. they called one another brothers. they acted that way in private and they served that way in the senate as chairman and vice chairman and chairman and vice chairman of the defense appropriations subcommittee. day, over a number of decades, single-handedly changed our american defense posture and they did it with skill and patriotism and knowledge of our structure that very few could have. several senators have mentioned how bipartisan dan inouy

senator inouye delivered a very touching, a very tender eulogy at ted stevens' funeral in august of 2010, and in that address he mentioned that millions and millions of words had been written of ted's accomplishments. and yet, as i was thinking about how i might frame my remarks about senator inouye's life, it dawned on me that millions and millions of words had also been written already about senator inouye. and that's because i think so many of ted's accomplishments came with dan inouye at his side. and not coincidentally, many of dan's accomplishments occurred in the presence of ted. so really where do you begin? there is really so much that must be said, that should be said. i was present at the baptist temple when senator inouye delivered his eulogy. and i had the opportunity last evening after we learned the word of senator inouye's passing, i had the opportunity to view that video clip again. and as i listened to that eulogy, it came to me that everything that senator inouye said about ted told you as much about dan as it did about ted. there was so much that these two men shared.

ted stevens. and i like them. we don't agree. in fact, according to the record , i think we disagree about 70% of the time. but as we agree upon, if we disagree, let's not be disagreeable. that makes a big difference. when we disagree, we disagree and we explained why we do so. but when we agree, we work together and as a result, the production of these committees, you can see the difference. we are very productive. in fact, the appropriations bill, the last six years, it passed unanimously. >> it's almost as if people get elected thinking they are supposed to dislike the person on the outside and they don't even know them. [inaudible] arguing and then going to dinner >> this is the land of immigrants. it is not europe, it is not asia. it is not africa. but it is a common action of all. the rest of us are foreigners. sometimes we forget that. >> what dc is a potential solution? >> i think those of us that get old they can demonstrate what the nonpartisanship could result in. those that serve on our committees get the message. >>

ted stevens, blessed memory was my neighbor and dear friend. let's say he had a -- well, how do i describe it? he was a very emotional perso danny inouye was more calm. but they formed this remarkable friendship based on shared history going back to world war ii, probably some sense of shared destiny in the sense they were both from the two last states to join the union, not part of the continental united states, came as the first senators and were here so long but really what united them is an enormous dedication t america, patriotism. and when i said that dan inouye's leag is in connecticut and -- legacy is in connecticut and probably most every other state, i could go around the state and i'm thinking of the years and years danny was the chairman of the appropriations committee and the defense appropriations committee. there wasn't anything that we were able to do for connecticut in that time he didn't support. protecting long island sound, the connecticut river, improving our transportation stems systems, making gras to our schools, college

inouye was on the trip with us as i look over at his empty desk with white flowers as was senator ted stevens, and we flew in to see our troops in bosnia. later i went back to bosnia to spend easter with our troops where we had the most beautiful easter sunrise service i have ever attended or will ever. it was in an open-air hanger with our service men and women who were deployed there. for the first time, it was a texas guard unit that was in command of the base and it was the first time since the korean war that we had a guard unit in command of operations overseas and they did a great job with many guard units from other states also taking command of bases and operations. i flew out of baghdad. this was in the last few years. in another c-130 when there were no lights on the plane and no lights on the runway. because it was trying to make sure that there was not any clues to the enemy that maybe we were leaving when they were firing missiles are around the airport. or the time is that i had visited afghanistan, where the first time i visited with senator mccain and our troops were sleeping

we can look to senators ted stevens and daniel inouye who fought in world war ii together and despite representing opposite parties ninteen the lifelong friendship. we can look to john mccain, bob kerrey, chuck hagel, john kerry who despite facing enormous as challenges of war upon returning home, took the lead to normalize relationships in vietnam in helping to heal a wounded nation. it's now our responsibility to uphold the legacy of those who have gone before us. as we in keeping with the mission of united states the united states naval academy assumed the highest responsibilities of command and citizenship in government. thank you very much.
