joining me now from tehran, nbc's ali aruzzi. about voter turnout an do you have any expectations at this point for who might win? >> reporter: well, kristin, the morning got off to a very slow start. we were at various polling stations across tehran and there weren't huge crowds. but as the ta got longer, more and more people surged to the polling stations. if you looked into downtown day tehran which represents the working class of iranians, the vote seemed to be split between two hardliners. they haven't done themselves any favors by competing against each other because they seem to have split their vote. in the more affluent section of tehran, people had come out in their droves to vote for rohani, the centrist who's back by the leading reformist candidates. many, many people said that they were going to boycott this election but it didn't turn out that way at all. there were huge crowds going down the streets at various polling stations. various people we spoke to in the north of the city said they were going to vote for roh

pretty similar sentiment to the one i heard from his campaign manager last week in tehran. would he negotiate with the united states? >> if the united states really shows interest, and being reliable like the negotiation, i think he will do it. but it doesn't mean at the first -- >> so should the u.s. trust rowhani or not? he is now known as a moderate. a centrist. but those terms are relative. he has been a part of iran's political and military establishment for decades. in fact, he served 16 years as the head of the national security council in iran. and when he was the country's chief nuclear negotiator with the west, he negotiated a halt in enrichment and then later said he had used that time bought for negotiation to go ahead with the program. now he also backed the violent crackdown against the pro-democracy student movement in 1999. you may say well all of that doesn't seem to indicate he's going to want to work with the west, but then there's this. he is accused state-run media of censorship and publishing lies. taking on the establishment in that regard. but one se

ali arouzi, nbc news, tehran. >>> now back in this country there was a major decision at the supreme court today. in a closely watched case, the justices struck down an arizona law that required people to show proof of citizenship in order to vote. our justice correspondent pete williams covered at the court today. he is with us tonight with more. pete, good evening. >> reporter: brian, good evening. arizona said this law was intended to cut down on voter fraud. but the court said today it violates a 20-year-old law, the motor voter law, which allows people to register by mail to vote in federal elections. and under that law, an applicant fills out a form and checks a box to indicate u.s. citizenship. but arizona went further, requiring some kind of document to prove it. civil rights groups said it was trying to make it harder for legal immigrants to vote. forcing them to clear additional hurdles. today with a vote of 7-2 with justices thomas and alito dissenting, the court said what arizona did was inconsistent with the motor voter laws to use that federal form. the constitution the
