indeed in tennessee we have quite a history with tea parties. when i was in this case and -- state senate in the late nineties and early 2000's's, we had a push in the state, a republican governor who wanted to institute a state income tax which we do not have in the state of tennessee, and we had not a four day, for a week or four month battle, we had a four year battle to defeat that, and indeed we did. the great people of this state rose up and we had tea parties at the state capitol in national and much of the conservative uprising started as people in our state started looking at the state budget and said with a net, we know government never, ever get enough of the taxpayer money and when we would like a dustin government and say how much is enough? there wasn't an answer for that because we know there never is going to be a top to that as to how much they think is enough for them to take out of the paycheck and i led that fight against the state income tax in the state and working with hand in hand so many wonderful constituents. the peopl

so in tennessee we are probably a little head of the curve on this.erns to us. and suggested that we not go. in order not to have a violation and to stay within the rules of the house, we had to decline the invitation to be a part of convention. host: last question on policy, because we talked about job creation and the deficit. is there a consensus among your conference in the house, about the best kinds of jobs program, vis-a-vis of the rise over the debt? guest: the best economic stimulus is a job. and what we hear from the small businesses is that they want to see tax reductions and incentives. and there are ways to do this. they would like to see moving forward of no. 1 is a cap on gains taxes for a couple of years. that gives them an opportunity to reinvest in their businesses. many small business owners are saying eliminate withholding, let the american worker get their full paycheck for a three-month period of time. what that will do is put money back on main street. and give them money in their pocket to address the needs they have. and that'

i'm here in nashville, tennessee, where about 600 delegates e gathering from across the country. gathered in one place to talk about their movement, their message and their methods. they want 2010 to be their year. i talked to the man in charge of this convention. he told me what he wants to do is win back congress in 2010. i asked him for whom, he said conservatives. now you'd be hard-pressed to meet anyone here who's really ever voted for a democrat. most of these people typically vote republican. however, they only will back certain republicans. republicans they like. the people here are very anti-government spending, anti-big government, they think the government has gotten out of control. and these people, many of them key in the movement are backing candidates who want to rein in government spending. a diverse group of people. a very diverse group of groups. there is no one tea party group but many groups from across the country and many people are upset. many of the other groups are upset that this convention is a for-profit endeavor. the people who are running it will tur

now call on the gentleman from tennessee, congressman duncan. >> thank you very much, mr. chairman.yesterday a woman named rhonda smith testified at the energy and commerce committee and she's from east tennessee, from just outside my district, which is based around knoxville. she was driving into knoxville in her lexus automobile. on october 12th, 2006, three and a half years ago, and she experienced one of these sudden acceleration events and her automobile reached 100 miles an hour. she said she thought it was her time to die. she said she called her husband and tried to put the car in reverse but the computer apparently didn't recognize it. she feels that toyota's response to her complaints was a farce. toyota apparently told her there was nothing wrong with her car. our investigators for energy and commerce committee and this committee have found their complaints started coming in about these events in 2001 and nhtsa started an investigation apparently in 2004 aimed at toyota. now, 2004, that's six years ago, if that investigation started early in the year. maybe five and a hal

i spoke to a family from nashville, tennessee. they have always tried to do right by their workers with their family-run company but they had to do the unthinkable and layoff employees because their health care costs were too high. i've talked to other business people who said we were going to hire but we decided not to when we get our monthly premiums. and so one of the goals that i set out very early on in this process was how do we control costs. now, what we have done, as i mentioned earlier, was to try to take an idea that is not just a democratic idea, but actually is a republican idea, which is to set up exchanges. these are pools where people can come in and get the same purchasing power as members of congress do as part of the federal employees health care plan, as people are lucky enough to work with big businesses can do because there are a lot of employees in those big businesses. what we've said is that if you join one of these exchanges, you will have choice and you'll have competition. you will have a menu of privat

you are looking at housing in north carolina and tennessee.. alliance sorry i didç not put ó into my record. we look at indicators. we have to look it indicators manually because they are separate pieces. we look at the parcel of land that is identified. we know those are under water relative to mortgages and a note who is delinquent on mortgage payments. one of the key ratios that are leading indicators are the 90 day delinquency rate on mortgage payments. relative to their peers, if you look at the chart, states like nevada, arizona, florida, have a huge market viability from being upside down on their mortgages. seven out of 10 homes in nevada are in-value relative to the mortgages that exist -- are in negative relative to the mortgages that exist. the 90-day delinquency rate of the past three months have increased -- has increased drastically. that shows me there is a leading indicator that says people are not able to pay their mortgages. i start with that. then i look at plant closings and ships and on a " rigid ships in unemployment. --
