. -- me in tennessee. nikki burdine is live near northern virginia community college with more on that. good morning. >> reporter: good morning. well, i'm sure a lot of importants out there would love to be able to send their kids to college for completely free for two years. that's what the president is going to talk object today when he -- about today when he visits knoxville tennessee. the president will be at pellissippi state community college. it's very similar to where we are right now. the plan will require both federal and state money but the state would have an option to participate or not. before all this happens, this would of course require legislation which must be approved by republican controlled congress. the big question is how much will all this cost? well, the white house says it could believe up to $70 billion. another problem? they could have is there are only about 1100 community colleges in the country. the white house estimates nine million students could benefit from the program.

how can we do that in tennessee? well the tuition like in most places in the country is about $3,600 for -- per semester. and the pell grant can pay up to $5,600. and so for about half the students there's only a small gap between the amount the federal pell grant pays and what tuition costs of so the state will make up the difference. but here's the catch. the major obstacle to tennesseans who want to take advantage of the new tennessee promise program is this 108-question form. the president of the community college in memphis southwest community college told me he thinks he loses 1,500 students a semester because of the complexity of the form. they won't fill it out. so it's a terrific example of how the federal government with good intentions, have built up over the yearsy enormous amount of paperwork that's getting into the single greatest need our state has which is to have more of our students better trained so the businesses that are attracted there with good jobs will be able to hire people who are properly

promise plan in tennessee as an example.he should be holding up the tennessee hope lottery scholarship program which i worked 20 years to achieve in tennessee and provided over $3 billion to education, $250 million a year. scholarship programs should have standards for students to achieve. they should have strong standards in college to maintain them. they should be in addition to pell grants and in addition to other scholarships to pay for books and tuition. the promise plan takes from middle class and lower income students and gives to higher income students doesn't have standards and high school to get the scholarship and doesn't have high standards to keep it. it's the last dollar slorship. the president's plan should be more like the tennessee hope lottery scholarship. assuring students have an incentive in high school to get it and keep it with high grade standards. it shouldn't go for-profit schools. i thank the president for his commitment, but i think he chose the wrong program for his motto. >> again live coverage
