i let's get more now we go to our correspondent teri schultz she's in brussels following that story for us in fact terry in brussels today u.n. foreign ministers are meeting what's on the agenda. e.u. foreign ministers have decided that the most constructive thing they can do at the moment is to offer to monitor the arms embargo the arms embargo that is is not really being observed by any parties so so they set about trying to reinvigorate a naval mission called operation sofia that was suspended earlier because it got bogged down in migration politics now italy and austria and some other states are saying they don't want ships picking up migrants trying to flee libya because there's no solution among member states on where those migrants should go so you've got this this problem bogging down the decision to monitor the arms embargo and although they had hoped they may be able to find a common position today at this meeting that doesn't look likely at all. terry i mean as we heard a senior u.n. official is calling the arms embargo or at least being forced into this in bargo a joke i mea

all right i'm joined now from brussels by due to be used teri schultz terry was at the munich security conference this past weekend good to see you what do you make of this european union naval mission to enforce the arms embargo i mean is it going to last and will it work we really have no idea and as you heard you foreign policy chief joseph burrell say it was very very much a surprise that by the end of the day they were able to get everyone to agree on this mission and they are having to say that it is in principle because so many things are yet known about it i mean they haven't been able to work out what they call rules of engagement and this is a really tricky thing because as you might remember operation sophia which was the predecessor of this new mission also was responsible for picking up drowning migrants that's what doomed it that's what made italy demand that the operation be suspended so this new mission is supposed to only deal with enforcing the arms embargo and it's pretty unclear what will happen if you come across a boat full of drowning people they're obligated by
