[applause] >> thank you. i am humbled and overwhelmed, supervisor wiener, a longtime friend. i want to thank you for selecting me. black history month is a very special time for me. i still remember its significance to me. when i was 12 years old, my grandmother handed me a copy of brown v. board of vacation -- education. she said, growth and be a lawyer. she tells me -- would tell me where is your time and she would be proud of the fact that i am a lawyer. she told me to always remember that in every day when i stepped into any meeting in to any court room, i do, i carry the tradition and the belief of my family and my people. i am proud to be an african- american. i am proud to be an african- american in san francisco when our population is dwindling. prior to have been a resident of district 81997 through 2011. i am proud to be in supervisor cohen's district. my grandma told me to surround myself with good people. i have to tell you that is what i have done and i am proud to look around this chamber and se

. -- terman, present. we have the chief of police and sam ramirez. president mazzucco: welcome to the police commission meeting. could you please call line item #1. >> the consent calendar. police commission report, disciplinary actions, fourth quarter, 2011. the fourth quarter status report on general orders and policy proposals. >> thank you. you have this in your packet. a review of the quarterly reports. any questions or recommendations or additions? >> i noticed in the occ's report, i asked the department before, i went to make sure we had the updated status. what do you think can be done in the next few months? >> good evening. concerning tuck priorities for agency i would say number one, we have been working with the department for two years on the pursuit policy and pursuits are one of the most dangerous aspect of law enforcement. because of the high rate of accidents. we have been working with the department. our hope is we would finish that dgo. other priorities would be after the december 7 commission hearing that you held on language? as

commissioner terman: rather than reporting on the meaning i thought i would take the of rigidity. supervisor campos held a meeting on improving police interaction. specifically it was a meeting in which a trainer, someone who has done a great deal of work, she is now to certain members of the commission. one moment. i'm sorry, one moment. >> her name is lisa deerow -- thororeau. there are toher -- other leaders. different supervisors themselves to talk about a training program for policing the teen brain and schools. some of the things that were addressed, some cultural competencies' along with dealing with youth and developing this competencies' -- those competencies. and how police officers need to take in policing youth. i was pleased to see members of the department there and in particular the sro's were there. it was a training program. i believe there is some interest in implementing -- we will say that there were not specifics on costs which is something i am concerned about. there were good -- good ideas. did you have other aspect you wanted to share? >> there was an outsi

commissioner terman: a couple thoughts. on the wording. i would like to hear from the commission secretary. is it feasible for to schedule a community meeting on the fourth wednesday of each month? i know there is a lot of time and a lot of activity that goes into putting together a community meeting. if we're going to have a bylaw or rule that says that is what we will do every wednesday, i want to know. is that something we can do every fourth wednesday? >> typically we can. we adopt a schedule of meetings going forward and we're able to have enough lead time to work with a captain of the district or neighborhood where we're going to me. we have time to find a location and the logistics' and we have to notice of meeting like that 15 days in advance. we did it successfully. >> occasionally something unforeseen would come up and we would have to cancel. not because of a thing happened on the commission and. >> it is feasible and we can do it. i am thinking there is a lot of work that we do need to do. policy wise and developmentally for th

we are announcing eight program terman apgss with this budget. many have already been addressed in the media but i'm going to mention a few key ones that have major savings over the program years. we're estimating just under $5 billion in total. that includes the e mars reconnaissance aircraft which will generate savings of about $1.2 billion. the base funded humvee recap program. we will continue to support humvee recap in the oco request, but what you know as tmekv is terminated. tactical vehicles will generate $1.4 billion in cost avoidance savings over these five years. actually significantly restructured this year with termination in fy 14. saving of about $500 million and the joint precision approach and landing system generates another $400 million over the five-year program. there are significant numbers of programs restructured as part of this bill. there are some accelerations, about 100 or so we can count as having been restructured but by far the majority of programs changing requirements, changes the scope or in many cases extending
