and the arts and entertainment focus group, which was chaired by terrance allen. this was an exercise in both representative and participatory democracy, representative in that the 26-member task force represented a broad range of community stakeholders, and participatory, that we brought the meetings and the business of the task force down into the communities often as we could. in particular with three town hall meetings that drew each time in excess of 200 people and through the generos ity of city planning we did thousands of mailings to the residents and property owners of the community. we were able to engage in surveys of residents and business owners and big in outside facilitation. so we were not simply hearing what we wanted to hear. the task force remained at full strength 26 members and in october 2008 we released a draft for citizens review. that was enough to trigger the eir of the process. and while the eir was underway, we continued to meet for another four years to continue to address the contentous issues and to fine tune the plan. the final prop

. >> madame chairman, supervisors my name is terrance allen and i'm just going over that momentous cold, so pardon if i'm a little hoarse. i guess i have to begin my introductions by saying that i al one of those people who represent an interest group, but i need to qualify the negatives that have been said about someone like myself, by saying that a was also one of the people that jim niko invited to join his task force and for many years i sat through the meetings with my neighbors coming up with a plan that spoke to everyone. i found my voice was not listening to and the issues i was trying to bring forward were not respected and for that reason i dropped out of plan. as i know planning is involving more than just the citizens' process. it involves the planning department, the board of supervisors and ultimately the mayor. we are are participating now in bringing issues that we felt marginalized wringing d bringing up earlier. where could that have been? not blaming anyone, if you read the eir, you will find it was based on faulty data regarding nightlife and nightlife communities. a

actually to rezone class and rawhide to wmun and this is something that we worked on with cmac and terrance allen. if by some chance they protest this rezoning, i have been informed by the city attorney we can rezone it back next monday without it sitting-- pushing it to sit in committee for a third week. and i just wanted to bring up a number of outstanding issues with the plans that i think will be the subject of the policy discussion today. one was the grand fathering issue. there were two that came up at planning commission meeting on december 6th one was one you heard a lot about in public comment and that was the decision to grandfather the purple building on 11th street. it was grandfathered in because it had spent many years planning to build residential and was not aware that -- or anticipated that the commission and our office would think about rezoning that block to wmuo, which was an amendment that the planning commission passed in december. just for the sake, for the conversation that has begun this month, with that property owner and with the entertainment venue businesses on 11th s
