terry mcsweeney is live at oakland police headquarters. terry? >> yeah.as just talking to some officers out here and they're pretty tight-lipped about it. chief batts says he needs support from all sides to stay on the job. take a look at the chief. he needs to know if he's the right one, if he's the right fit for the future of this city. he was up for top cop in san jose last month. he didn't get that job but he got ten officers added to the force last week. 80 is about half of the number of officers who have been laid off since he came on to the job. take a look at another problem the chief faces. video from a problem that they had last month. the p. d.'s radio communication system, broken, maybe getting worse. found out about it when officers were involved in a high-speed chase, couldn't talk to dispatch. another agency had to talk through an ambulance when police shot a man. the radio system failed twice this week after mayor quan said monday she was fixing the system. at one time officers were not able to talk to dispatch. then they couldn't talk to

terry mcsweeney is live in oakland. terry?t's go to amy now with a story in san jose about racial profiling and a big change in policy. >> there's a new policy in place. the old policy says officers couldn't pull someone over based on their race but that's it. it didn't say anything about how they treated them once they had stopped them. according to the san jose mercury news, chris moore has broadened the policy. chief moore says it's now a violation for an officer to show any violent behavior during encounters with the public. minority activists say these are the changes they wanted to see but some worry it wouldn't happen with moore. he was promoted from within and the relationship between minorities and this police department have been strained but the independent police auditor calls this a huge, very significant step. the hope is that allegations of racial profiling and race-based harassment will be more thoroughly scrutinized now than ever before. amy hollyfield, abc 7 news. >> amy, thank you very much. we're coming up

terry?> judge jeremy fogel is going to be out here at 10:00 this morning taking a look at the death chamber to see if it followed the recommendations he gave five years ago. he had a tour out here and big problems with the way things were done. take a look at the center of the controversy. the judge is going to be inspecting the brand new chamber to see if it is fit to be utilized. prison officials will join him, attorneys, as well as five media organizations. judge fogel came out here in 2006 and found that the former gas chamber was so out of date, inmates were at risk of cruel and unusual pain. he took issue with the staff lack of training and the lethal injection procedure. the state says everything's been taken care of. attorneys for the death row inmates say the new system is pretty much the same as the old system. then there's the issue of the drug used in the lethal injection. the only u.s. company making it has stopped making it. so prison officials found a manufacturer in england b

live in novato terry mcsweeney abc 7 news. >> terry, thank you. the san francisco police commission voted 6-1 last night to allow the police department to look into the use of tasers by officers. the commission's approval to move the issue forward comes nearly a year after shooting down a similar proposal. last march the commission voted 4-3 against a request by then police chief gorge gascon to study the use of tasers. he's now the district attorney. the interim police chief says the department will study the taser issue and present its findings to the commission in 90 days. >> san jose officials are planning to meet with police union officials again on monday. the city's facing $110 million deficit and may have to lay off officers for the first time in its history. if san jose officers took a 10% cut in pay the department could save 112 jobs. the union says that still isn't enough to avoid the threat of another 237 layoffs which it says is unacceptable. >> yes, we can give 'em a cut in pay but that's still not gonna stop them from laying off off

live in san mateo county, terry mcsweeney, abc 7 news. >> terry, thanks so much for the update.vernight some a. c. transit buses came with a new feature: police escorts. the transit agency says sheriff deputies are assigned to an eight block area in north richmond in the wake of a bus shooting earlier this week. wednesday night someone fired several shots at an a. c. transit bus. nobody on that bus walls hit but one passenger was injured by flying glass. a. c. transit officials say the decision to escort buses in the area is just a step up from a long-standing policy but there is word some drivers were refusing to drive the north richmond route without a sheriff's escort. they plan to assure that any bus that runs through that area in the future will be equipped with surveillance cameras. this morning the chp is investigating a high-speed chase by their own officers that ended with one man dead and another severely injured. it began around 9:30 last night when a chp officer tried to pull over a motorcycle carrying two people on highway 101 in san carlos. the cyclist didn't stop

then border patrol agent brian terry was murdered. these are the serial numbers on the two assault rifles found at the seen. they match two rifles a.t.f. watched jaime avila buy in phoenix nearly a year before. officials won't answer whether the bullet that killed terrye came from one of those rifles, but the nightmare had come true-- walked guns turned up at a federal agent's murder. . >> terry, thank you very much. plans cusack the city of santa clara's plans to build a 49ers stadium. amy hollyfield is live to explain. amy? >> already the fight here in santa clara, eric. they say no redevelopment funds means no stadium. there is no plan b. the original plan which was approved by voters, it's for $40 million to come from redevelopment funds. the city of santa clara cannot take money from city funds. now governor brown is talking about doing away with redevelopment agencies. the argument is the state is broke and that money needs to go to schoolings and local government. but the city of santa clara say they've been working on this four years. it's been planned out. the governor can't just change the rules on them. the stadium is expected to cost $937 million. it will have 68,500 seats and will relocate the team to santa clara. without the redevelopment fund money, santa clara has to find private funding or ditch the project all together. they plan to send a message to the governor that they need t

terry mcsweeney is live in san francisco with details. terry? >> yeah. this new information comes to us from the insurance institute of highway safety and it says 156 people are alive today because of these red light cameras. if you haven't seen one, take a look at one right behind me. there's one here at 5th and harrison, one at 5th and howard, 5th and market. you get the idea. take a look at other cameras we have around the bay area. there are 34 of them in san francisco alone. you can find them from santa rosa to san jose and this new study says they in fact save lives. found that between 2004 and 2008 in 14 cities nationwide, none of those were in the bay area. red light running, fatal crashes dropped 24% saving 83 lives. but the study goes on to say that the number of all fatal crashes, not just red light running fatales fell as well and that's where they get that number 156. bay state people know these cameras are in these intersections and they drive more cautiously. they have surveyed saying traffic actually increases at these intersections becau

let's check with terry mcsweeney. he's monitoring issues over at the bay bridge. terry? >> amy, yeah, i'm here at the bay bridge toll plaza maybe 200 yards away from the toll plaza itself. i can't take my eyes off what's going on out here. it's been going on all morning long. there are three lanes -- you're getting an idea now -- three lanes out there, they have enough standing water. a corvette going through oh so slow. there's so much water in these lanes that they hit into the lanes and the water comes up and sometimes depending on their speed covers the vehicle. it hits the vehicle next to 'em. there have been people honking, they have been some real, real close calls out here but so far we have not had an collisions. the water's in three lanes. i would say there are maybe 4, 5, 6 lanes in from the right side of the road. if you can see the cars going through here, some creeping through, some racing through. just a tale of different drivers. there's people slowing down. so far so good at the toll plaza. now, take a look at pictures from last night in san francisco at
